Complaint Investigation Summary <br /> Report # 5105 <br />COMPLAINT ID: CO5ISMEIV Site Location: 0 MANILA RD <br />Activity Summary <br />Activity Date Recorded by <br />02/07/2022 Received a phone call from Mr. Sandeep Singh accepting to send me a nearby NSO <br />address to his property so that when I get there I give him a call to direct me the <br />exact location to witness the soil sampling event schedule for 02/08/2022 at <br />1.00pm. <br />02/07/2022 Received notification from Sandeep Singh that sampling will be on Tuesday, Feb 8 MURO <br />at 1:00 PM. Provided confirmation sampling information and email thread to Elena <br />Manzo. Discussed complaint with Paul Nso (EHD) who will be attending the <br />confirmation sampling and provided pin to spill site. Generated two site maps for <br />him since site is not easily found. <br />02/08/2022 Arrived on site (Manila Rd) to witness soil sampling event. Waited for NSO <br />approximately 30 minutes for the sampler to arrive. Sampler Jonathan Le ( Lab <br />Director) from Precision Environ Tech, 3935 N Coronado Ave Stockton, CA 95204 <br />arrived and we discussed sampling conditions. Mr. Sandeep Singh stated that <br />whenever empty chemical containers are rinsed the residues are dumped on the <br />soil close to the canal. <br />A total of two samples were taken at the North side of the canal approximately 500 <br />feet from the Lever and approximately 6-12 inches into the native soil. Sample #1 <br />taken by the edge of the canal/drainage ditch and sample #2 taken at the bottom <br />of the canal/drainage ditch at 1.55pm. The sampler did not have a copy of the <br />chain of custody on hand he promised to e mail me the chain of custody later. The <br />samples were sealed with San Joaquin evidence tape. The sampler stated that the <br />samples will be profile for heavy metals, organic and semi organic volatile. <br />05/19/2022 Received and print a copy of work order and chain of custody for soil sampling NSO <br />conducted on 02/08/2022 by Precision Enviro-Tech Stockton. Received on <br />02/08/2022. <br />05/19/2022 Received and print from Precision Enviro-Tech Stockton, analytical laboratory NSO <br />report and quality control report for hazardous waste soil profile sampled on <br />02/08/2022. Received on 05/17/2022. <br />05/19/2022 Soil sampling Photo log. NSO <br />01/10/2023 Reviewed test results received on 5/17/2022 The bottom of canal was sampled ALANIZ <br />and run for the following tests: <br />Heavy metals (cam 17) <br />-Volatile Organic Compounds <br />-Organochlorine Pesticides <br />Polychlorinated Biphenyls <br />Semivolatile Organic Compounds <br />The CAM 17 results did not show the soil to be hazardous waste for heavy metals. <br />The volatile organic compounds came back as non-detect for everything except <br />for napthalene at 4.08 micrograms/kg. <br />The following tests came back as non-detect: <br />The Organochlorine Pesticides <br />Polychlorinated Biphenyls <br />-Semivolatile Organic Compounds <br />There are no hazardous waste concerns from this sample. <br />5105.rpt <br />Page 5 of 6
