Complaint Investigation Summary Report #: 5105
COMPLAINT ID: COTR7GWOA Site Location: 2829 W WASHINGTON ST, STOCKTON CA 95203
Received by EE0009863 GARCIA-MEJIA Received Date: 11/8/2022 Complaint Received Via: PHONE
Assigned To: EE0009863 GARCIA-MEJIA Assigned Date 11/8/2022
Program/Element Code 2546 - Release/Spill Response (excluding Joint Team)
Nature of complaint:
OPERATOR WAS LOADING A RAIL CAR AND THE AUTOMATIC LOADING VALVE FAILED TO CLOSE. THIS CAUSED THE CAR TO BE
OVERFILLED AND RELEASE SULFURIC ACID INTO A SECONDARY CONTAINMENT AREA.
PROPERTY INFORMATION
Property Name: SULFURIC: ACID TRADING CO.
Site Location 2829 W WASHINGTON ST
STOCKTON, CA 95203
Cross Street NAVY DR

District 001 - VILLAPUDUA, MIGUEL

Location Code 01 - STOCKTON

APN 14502013

Complaint Status: 0(

Date Abated :
Abated By:
Activity Summary
Activity Date Recorded by
11/08/2022 Arrived on site and met with Luke Allen, Sulfuric Acid Trading Co, Terminal PRESTO
Supervisor. Luke took me to the secondary containment area where the railcar
was. Per Luke the concrete has a beige coating that turns bright red when sulfuric
acid touches it so they area aware there has been a release. The red color then
fades over time. No bright red color was observed during the inspection. The
sulfuric acid was diluted with water to neutralize it and then pumped into
275-gallon totes. The totes will be discussed with tomorrow if they will haul as
waste or as product. Per Luke the released material was 98% sulfuric acid but
they also have 93% sulfuric acid and with the amount of water that was diluted to
the 98%, they may still be able to use it as 93% sulfuric acid product. The clean
sulfuric acid from the railcar was also pumped out into 275-gallon totes.
Approximately 6 and 1/2 total 275-gallon totes of water diluted sulfuric acid were
generated from the secondary containment and waste water tank that will be
determined tomorrow if it will be waste or product. Discussed with Luke their
normal procedures of when a release occurs and he said their normal procedure
is to wash with water until the viscous soapy like texture of the sulfuric acid is
gone. Called lead senior Garrett Backus to see if we need to have them wash the
secondary containment to neutral if that is not their normal process. The concrete
and the strip drain in the secondary containment showed a pH of 3. Since washing
till neutral is not their normal process, did not make them wash until neutral also
since the pH of 3 is no longer hazardous. Per Luke every railcar is washed with
water to make sure any sulfuric acid on the railcar is gone so this secondary
containment area is constantly being washed with water. The sump, that the strip
drains flow to, flow to a waste water tank. The sump water showed a pH of 6. The
liquid from the waste water tank was pumped out into 275-gallon totes. The liquid
in the secondary containment area for the waste water tank also showed a pH of
5-6. One 65-gallon drum of used PPE was generated to be stored in their
hazardous waste accumulation area to be disposed of at a future date.
(5:00pm - 6:30pm)
11/08/2022 Reviewed email from assigned inspector discussing release. Made notes to take
to clean up verification later. Discussed with lead senior and program coordinator
clean up for release.
11/08/2022 Texted clean up contractor, Oswald Guzman, Ponder Environmental Supervisor
that I am taking over for the rest of the day and will be stopping by to verify clean
up and if 5:00pm is still a good time to verify clean up.
PRESTO
PRESTO
5105.rpt Page 1 of 3
