Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COTR7GWOA Site Location: 2829 W WASHINGTON ST, STOCKTON CA 95203 <br />Activity Summary <br />Activity Date <br />11/08/2022 EHD received CalOES spill report #22-6579 on 11/8/22. Called Luke Allen at (916) <br />538-3350. Per Luke, the sulfuric acid (98%) spill occurred on the loading area of <br />the facility south of the tanks. No waterways or storm drains were impacted. <br />Sulfuric Acid Trading Co. is the responsible party and they have retained Ponder <br />Environmental Services to conduct clean up. Clean up is pending. <br />Issued a notice to abate to the RP and emailed it to Luke Allen at <br />lallen@satcoinc.net. Generated Prop 65 and gave to Kim to be emailed out. <br />Received a call from Scott Moss with Ponder Environmental who informed me that <br />the clean up crew had arrived on site at 12:55pm. The supervisor on site for <br />Ponder is Oswald Guzman (707) 741-0628. Spoke with Luke who informed me <br />that clean up had not yet started and that they estimated it would be completed in <br />3 hours. Per Luke, waste will be put into 275 gallon totes. <br />Called Oswald to get an update on the clean up and he estimated they would be <br />done with the first area by 3:30 and he would call me to let me know how long he <br />estimated it would take them to have clean up finalized. Reached out at 4pm but <br />call went to voice mail. Sent an email to our after hours inspector with all the <br />complaint details. <br />Recorded by <br />GARCIA-MEJIA <br />11/09/2022 Updated Program Coordinator, Elena Manzo and Lead Senior, John Alaniz. Wrote <br />update on sticky note on photo log and put in inbox assigned inspector, Gabriela <br />Garcia-Mejia. <br />Discussed clean up with Elena Manzo. <br />11/09/2022 Entered daily information for last night. Generated photo log, full page photos, <br />contract sheet. Saved photos into shared drive. Printed and gave to assigned <br />inspector. <br />11/09/2022 <br />12/06/2022 <br />Contacted Luke Allen and confirmed that the facility strictly loads and unloads <br />sulfuric acid. <br />Received a call from Luke Allen (916-538-3350) asking what items are still needed <br />before I can abate this complaint. I explained our process to Luke. He informed <br />me that they are planning on testing the sulfuric acid and water mixture to <br />determine its percent concentration and based on that they will sell it as product. <br />Per Luke, once testing is completed he will let me know the results. <br />01/09/2023 Emailed the following to Luke Allen "Hello Luke, <br />Last time we spoke you guys were in the works of testing the sulfuric acid to see <br />its percent concentration and from there sell it as product. Was that testing <br />completed? What was the final outcome of the spilled material?" <br />01/10/2023 Received the following email from Luke Allen, "The testing has been completed, <br />attached is the composite analysis. Our sales team is currently reaching out to <br />customers regarding the product, as soon as they confirm where the product is <br />going I can send an update. Thanks Gabriela." Attached was the certificate of <br />analysis. I printed it out and skimmed it.
