ERTS Emergency Response and Training Solutions
Regulatory Notifications:
Pursuant to California Code, Section 8670.25.5 GOVERNMENT CODE SECTION 8670.25-
8670.27, on 9 Sep 21, at 1422 ET, ERTS contacted the California Emergency Management
Agency (EMA) and received number 21-4918 for this incident. At 1500 ET, the San Joaquin
County Environmental Health was contacted, and Frederick Ernest provided number C00054241.
Corrective Action:
Due to multiple ERTS contractors in this area not having crews available, ERTS contacted
Graymar Environmental Services (Graymar) out of Reno, NV to respond. On 9 Sep 21, at 2045
ET. Graymar arrived on site and assessed the impact areas. The impacted area was
approximately 250ft long by 2ft wide. The confirmed amount of diesel released was between 20-
30 gallons. Upon arrival, Graymar advised that there was no evidence that the drain had been
impacted. Later, Graymar advised that the reason they did not see material in the drain, was
because the drain was vacuumed out prior to their arrival. Graymar left the site at 2145 ET. One
drum of waste was removed from the today on 9 Sep. At 2315 ET, Vicky Vang-Lee with San
Joaquin County Environmental Health Department contacted ERTS and stated that there are some
areas that were not adequately addressed at the spill location. ERTS would follow up with San
Joaquin during normal business hours.
On 14 Sep 21, ERTS followed up with San Joaquin County and would schedule additional
pressure washing and attention to the asphalt on site.
On 16 Sep 21, Ancon Services (Ancon) arrived on site to pressure wash. San Joaquin County had
a representative on site. Ancon would apply absorbents again and pressure wash. The waste
collected on this day was placed into two drums - one with solids and one liquid. San Joaquin
County was pleased with the cleaning. All on site work was completed on 16 Sep 21. Please see
the attached provided site photos (Appendix 2).
Waste Disposal:
On 09 Sep 21, Graymar transported the initial drum of nonhazardous diesel and absorbents to the
Graymar facility in Reno, NV for proper disposal. Once the final disposal documents are
received by Ancon, the Final Report will be completed. Please see the attached disposal
documents (Appendix 3).
Conclusion and Recommendations:
This Interim Report satisfies the California Requirement for 30 Day reporting. Once all final
disposal documents are received, ERTS will complete the Final Report and submit.
ERTS
11231 Phillips Industrial Blvd. Bldg. 1, Ste 300 • Jacksonville, FL 32256 • USA
phone number: 440.349.2700 I fax number: 440.349.6713
ertsonline.com
