Complaint Investigation Summary Report #r 5105 <br />COMPLAINT ID: COKUDDWRT Site Location: 10055 STATE ROUTE 99 W FRONTAGE ROAD <br />Activity Summary <br />Activity Date Recorded by <br />10/20/2022 Received e-mail from E. Manzo, Program Coordinator, regarding a rental boom SAETERN <br />lift at the Stockton Soccer Complex had it's fuel line cut and released diesel onto <br />the grass and soil. <br />Phoned Tina Taylor of Collins Electrical Company 209-636-8318. Per Tina, there <br />was vandalism of the rental boom lift discovered on 10/19/2022. The battery was <br />stolen and the fuel line was cut during the process. It affected an area of 6x6 -ft. <br />The boom lift was removed to enclosed berm with plastic screen placed <br />underneath. The machine was repaired. Per Tina, RB Environmental was <br />contacted to conduct clean-up. <br />Arrived on site, meet with Anthony Maeder and Brandon Monacho of Collins <br />Electric. The boom lift was repaired and in use. Observed stain on the soil <br />covering an area of 3x3ft. Brandon Monacho secured the area with orange snow <br />net. Per Anthony, RB Environmental was to arrive at 1 PM. Informed Anthony and <br />Brandon to notified an hour after clean-up was completed. Spoke to Kurt <br />McFadden, General Contractor of McFadden Construction, who wanted more <br />information on the clean-up process. Informed him Collins will be taking <br />responsible for the clean-up. Obtained contact information. Left site. <br />Phoned City of Stockton Parks- reservations and Features 209-937-5606 spoke to <br />Joe Nada, Recreation Assistance, informed him there was a 1-2 gallon diesel spill <br />on the Stockton Soccer Complex. <br />Received phone call from Anthony 209-817-1341 stating RB Environmental and <br />AdvancedGeo was on site. Return to site, met with Ronald J Barber Jr, of RB <br />Environmental and Timothy J Cuellar of AdvancedGeo. Per Ronald, the clean-up <br />will be conducted on 10/21/2022 around 10:00 AM due to not having equipment. <br />Per Timothy, a soil sample will be taken with a hand auger approximately 12 <br />inches into the ground after soil removal. <br />Update J. Alaniz, Lead REHS. <br />Generated complaint. <br />Generated Notice to Abate: <br />Arrived on site and met with Anthony Maeder and Brandon Monacho of Collins <br />Electrical Company. Approximately 1-2 gallons of diesel was released from a cut <br />return line on the boom lift caused by vandalism. Observed staining on native soil <br />in an approximate area of 3x3 ft. Spill site is fenced off with snow net. No storm <br />drains or water ways impacted. Clean-up is pending. <br />Clean up all released material and dispose of it under all appropriate waste <br />manifesting and waste disposal laws and regulations. The disposal of any <br />hazardous waste, or the causing thereof, is prohibited when the disposal is at a <br />facility which is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5 (a).] Please be aware that all hazardous waste shall be disposed of under <br />appropriate hazardous waste manifesting procedure [HSC 25160 (b)(3)].
