Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COKUDDWRT Site Location: 10055 STATE ROUTE 99 W FRONTAGE ROAD <br />Activity Summary <br />Activity Date Recorded by <br />10/21/2022 Called Anthony Maeder, Collins Electric, to check in on clean up time. The clean PRESTO <br />up company is already on site and arrived earlier than expected. <br />Arrived on site and met with Anthony. Per Anthony, Ron Barber, RB <br />Environmental owner,informed him they will be taking the wastes to the San <br />Joaquin County Household Hazardous Waste Facility (HHW). The soil was <br />excavated and placed in bags. No staining is observed in the excavated area. <br />Approximately 6 inches down on the east end of the pit and 14 inches down on the <br />west end of the pit were excavated. Per Anthony, Advanced Geo will arrive around <br />10am to take samples to confirm no contamination remains in the soil. <br />Gerardo Garcia with RB Environmental arrived and discussed with him if an <br />appointment was made already to take the wastes to the HHW and that they only <br />take 125 lbs at a time. Per Gerardo he is unsure right now and will check with <br />Ron. Per Gerardo they will be placing the bags into 55-gallon drums and he <br />discussed with Tina, Safety with Collins Electric about leaving the drums in their <br />secured trailer if they don't secure an appointment today for HHW. Tina agreed, <br />the drums will be left in the meantime inside the Collins trailer on site at the <br />Stockton Soccer Complex locked until they have their appointment at the HHW. <br />Received the temporary EPA ID number for Collins - CAC003200637. <br />Rick Marty with Advanced Geo arrived on site for sampling. He dug down <br />approximately 1 foot down in the 14 inch excavated area and observed diesel odor <br />but the soil was dry and unstained, appeared clean. He dug 2 feet down for <br />sample and no odor was observed. Sample name "SS-1/2'" to be taken to <br />Envirochem. Rick discussed with Gerardo and Anthony that with the odor <br />observed, they are most likely going have to excavate deeper. Gerardo said they <br />will be back on Monday to do more excavation, maybe 1-2 feet more, and the <br />drums will no longer be kept in the Collins trailer on site. The excavated material <br />generated three 55-gallon drums of hazardous waste. The waste generated will be <br />taken to RB Environmental Shop - 4460 S Frontage Rd, Hwy 99, Stockton, CA <br />95215 and all wasted generated from this clean up will be hauled by ACT. Gerardo <br />is waiting on his hazmat certified transporter staff to come move the drums to their <br />shop. The drums will be monitored by a RB staff while they wait for the transporter <br />staff to transport the drum. Informed Gerardo to notify me when the drums have <br />been transported. The pit was covered with polyethylene sheeting, plywood and <br />another layer of polyethylene sheeting then a snow net (orange plastic net) was <br />placed around the covered pit. <br />Received voicemail and text message from Gerardo with photos that the drums <br />have been moved from Stockton Soccer Complex Saved photos into shared drive. <br />Generated photo log, contact sheet and full page photos.
