Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COKUDDWRT Site Location: 10055 STATE ROUTE 99 W FRONTAGE ROAD <br />Activity Summary <br />Activity Date Recorded by <br />10/24/2022 Phoned Gerardo Garcias of RB Environmental 209-932-0606, could not leave a SAETERN <br />message. <br />Phoned Anthony Maeder of Collins Electrical Company 209-817-1341, who stated <br />the clean up company should have been there this morning but he will let me know <br />when they arrive. <br />Received phone call from Anthony Maeder stating RB Environmental are on site <br />and should be completed within 15 minutes. They are waiting for a trailer. <br />Arrived on site, met with Anthony Maeder, Richard E. Marty of AdvancedGeo and <br />Raymond Barber and crew of RB Environmental. Observed a 2ft depth hole in the <br />ground where the previous excavation had occurred. Excavation began, Richard <br />of AdvancedGeo obtained sample but stated he can smell the diesel and <br />discovered the hand auger hole that he had dug on Friday. Per Richard, they will <br />have to dig pass the auger hole to take samples. Excavated an additional 2 ft for a <br />total of 4 ft. <br />During the excavation, Tina Taylor of Collins Electrics arrived on site. Observed <br />Tina taking soil samples on the edge of the hole. Per Tina, the soil smell of diesel, <br />requested for the excavator operator to removed the top soil of approximately 6 <br />inches in the direction of east and west of the hole. <br />One soil sample taken from the bottom of the 4ft hole, labeled as SS-1/4ft 1420 <br />One composite sample was taken from the soil pile in the trailer, labeled as SP-1 <br />1425. <br />Per Richard of AdvancedGeo, another sample will be taken from the drum at RB <br />Environmental's yard and the previous samples obtained on Friday 10/21/2022 will <br />not be used. The sample results should be coming in on Wednesday 10/26/2022. <br />Inquired if the soil will be taken as hazardous waste or non hazardous. Per <br />Raymond and crew of RB Environmental, the soil will be hazardous waste and will <br />be taken to Forward Landfill. Requested for a manifest. Raymond inquired if a <br />hazardous waste label was suffice for a hazardous waste manifest. Informed him <br />that the label cannot be use as a manifest. Per Anthony of Collins Electrics the soil <br />will be taken to San Joaquin County HHW however Raymond stated it will be <br />taken to Forward as that is where they take all their asbestos. <br />Updated J. Alaniz. <br />Generated 3 yard of soil from the excavation. Soil was taken to RB Environmental <br />yard for holding until the samples come back. <br />Discussed with G. Backus regarding Forward Landfill taking in Hazardous Waste. <br />E-mailed photos to G. Backus. <br />Discussed with C. Presto regarding the clean-up occurred on Friday 10/21/2022. <br />10/25/2022 Discussion with area inspector and lead senior on clean up and sampling that PRESTO <br />occurred on 10/21/2022.
