Complaint Investigation Summary Report#: 5105 <br /> COMPLAINT ID: CO0052847 Site Location: 2900 E HARDING WAY <br /> Activity Summary <br /> Activity Date Recorded by <br /> 10/22/2020 Went with Cesar R. Met with owner Chip Arnett. He said that they only dug the one AFONSKAIA <br /> trench and haven't laid any pipe yet. I told him that he needs to stop work <br /> immediately and obtain a repair permit from the EHD before doing anything else. <br /> The trench was 4-4.5 ft deep, 2 ft wide, and 100 ft long. He said that he got Carlos <br /> Acosta who often does septic work to dig the trench for him and get the eq 36 and <br /> sdr 35 pipes from modesto. Observed two seepage pits that had risers and were <br /> full of wastewater. He said that the pits might be connected to multiple lines but he <br /> was not completely sure. <br /> Asked about the truck wash he said that they connected the grease trap from the <br /> truck wash to the grease trap from the commissary. The truck wash is not <br /> connected to the filtration system that is on-site. Chip reasoned that because they <br /> have to pay to use the car wash and since it is pressurized that not much was <br /> goes into the system and there are grates in the ground that catch the debris. I <br /> told him that it was supposed to be a closed loop system per the conditions letter <br /> and that we would have to determine what to do about this later. <br /> 10/22/2020 Looked up past permits and printed the repair permit. It appeared that the grease AFONSKAIA <br /> trap from the truck wash was connected to the septic system. Although there was <br /> a condition in the prior land use that the truck wash would have a closed loop <br /> system. <br /> Spoke with Jeff, Michael and Steven about this. <br /> 10/23/2020 Harding 2900. Returned Sandy of West Coast's call They have nothing to do with WONG <br /> the work being done on site. <br /> 10/26/2020 Harding 2900. Spoke to Mike. Owner (Chip) never came in to pull permit last WONG <br /> Friday. <br /> 10/26/2020 Harding 2900. Non charged. Worked with Chip at counter for emergency repair WONG <br /> permit, along with Michael Kith and Cesar. Reviewed with him the old permit from <br /> 2012 and where the work done by Donny, as well as the original lines under the <br /> Tomato plant before changing to the commissary in 2012. Showed him that the <br /> truck wash is connected to the septic, which Chip admitted to be the case, and <br /> explained it must be disconnected and make it a closed loop system, or he has to <br /> get a WDR from the State. Chip asked that be taken off so he can work on it <br /> separate from this permit, whether it means a) he's going to drop the truck wash <br /> altogether, which means disconnection, b) he's going to disconnect it and keeps <br /> the truckwash, or 3) he's going to get a permit from the city to connect only the car <br /> wash to the sewer, which means the connection to the septic still got to be <br /> disconnected, or d), get a WDR to release to the enviornment, which means he <br /> won't have to disconnect. Told him I will follow in a separate complaint. I will also <br /> refer the use permit violation to CDD separately as the original use permit does <br /> not allow increase use to the original tomato plant(over 100 trucks versus original <br /> 47. Issued SR0082783. MK agreed not to bill double for working before permit. <br /> 10/28/2020 Harding 2900. Gave OIR back to Daria with CO#and other copy to Cesar so he WONG <br /> can abate the complaint now they've pulled the permit.
