Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COX2KGTDW Site Location: 14900 W HVVY 12, LODI CA, 95242 (DOCK ZUCCHINI #183) <br />Activity Summary <br />Activity Date Recorded by <br />07/16/2023 Approximately 25-55 gallons of red diesel was observed in the boat split #183 on SAETERN <br />the Zucchini dock and the surrounding area waterway. Soft booms and absorbent <br />pads are placed in the boat slip and surrounding area. The Patriot Environmental <br />was hired to conduct the clean-up. <br />Per Title 22 California Code of Regulations 66262.11: Any person who generates <br />a waste shall determine if the waste is a hazardous waste as specified in Title 22 <br />California Code of Regulations. There are wastes that are listed as hazardous <br />wastes. There are wastes that exhibit one or more of the hazardous waste <br />characteristics: toxic, corrosive, reactive or ignitable. <br />Title 22 CCR section 66261.2 — Definition of Waste <br />Title 22 CCR section 66261.3 — Definition of Hazardous Waste <br />Immediately clean all areas where the red diesel released and make a hazardous <br />waste determination on all waste generated. If the waste is deemed hazardous, <br />submit the final disposal records to the EHD for review. Phoned the 209-468-6000, per hospital dispatch, there <br />is a oil spill that is going down Tower Park Marina on 14900 W HVVY 12, Lodi, CA <br />95242. Obtained phone number to reporting party, 800-913-9113. <br />4:17 PM - Phoned 800-913-9113, spoke to dispatch Katy Gord, who reported that <br />there was a oil release from an unknown boat. The Woodbridge Fire Department <br />is on screen and is trying to locate the docked boat. Fish and Wildlife have been <br />notified but was not able to make contact. The Fire Department requested for San <br />Joaquin Environmental Health Department (EHD) and Fish & Wild Life to assess <br />the screen. The type and amount of fuel release is unknown. <br />4:27 PM - Phoned Fish and Wildlife (F&VV) dispatch 916-358-1312. Spoke to <br />dispatcher Rebecca badge #32, who stated F&W do not dispatch a warden if a <br />Cal OES notification is not received. <br />4:31 PM - Phoned J.
