Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COX2KGTDW Site Location: 14900 W HVVY 12, LODI CA, 95242 (DOCK ZUCCHINI #183) <br />Activity Summary <br />Activity Date Recorded by <br />4:39 PM - Phoned Katy Gord, 800-913-9113 Woodbridge Fire Department, and <br />informed her that Fish and Wildlife do not respond unless there is a Cal OES <br />notification. Per Katy, she will let the marina know to make the update. Obtained <br />Chief Battalion Jamie's phone 209-598-8530. Per Katy, there was an update for <br />the oil spill. According to the Battalion Jamie, there was approximately 50 gallons <br />of red diesel spilled into the waterway. <br />4:41 PM - Phoned Chief Battalion Jamie 209-598-8530, could not leave a <br />message. Received Cal OES Report. <br />4:50 PM — Left home. <br />5:10 PM —Arrived on site. Meet with Jen Heckathorn, Safety Supervisor, and <br />Patrick Glover, General Manager of Stockton Tower Marina, and Chief Battalion <br />Lawrence Richards of Woodbridge Fire Department (209-369-1945). Per Chief <br />Lawrence, they had placed soft booms into the water surrounding the boat to try to <br />contain the diesel from going down stream. Walked down to the Zucchini Dock, <br />boat slip #183. Observed rainbow sheen and red liquid in boat slip #183, multiple <br />boat slips and the surrounding waterway. Observed soft booms in the water <br />surrounding the boat slip and outer area. Per Chief Lawrence, there was a hose <br />breakage inside the boat engine room and was leaking from the boat bilge that <br />was pumping the diesel into the water. According to the boat owner, Timothy <br />Larkin, approximately 25-55 gallons of red diesel was in the tank on the boat. Per <br />Chief Lawrence the max amount of red diesel the tank can hold is max 75 gallon. <br />Per Jen Heckathorn, the marina will be conducting the clean-up as the boat owner <br />and will be billing him. Informed Jen and Patrick that they need to conduct the <br />clean-up as soon as possible. They requested for contractors' information. <br />Informed them a contractor list will be email to them. Jen and crew placed <br />additional soft booms and absorbent pads to be place at the entrance of the other <br />boat split to contain the red diesel. Patriot Environmental was contacted to conduct <br />the clean-up, they will be arriving in 4 hours. <br />Met withalliMboat owner, who stated he was unaware of the diesel <br />releasing into the water because he was at the bottom of the boat sleeping. He <br />came up to investigate after hearing voices and met with the Woodbridge Fire <br />Department. Obtained his contact information and informed him that the Marina <br />had called a clean-up company. <br />Generated complaint and generated a Notice to Abate. Emaile <br />Patrick Glover pglover@towerparkresort.com, and Jen <br />athorn Jneckaululn@towerparkresort.com. <br />Confirmed with that he had received the Notice to Abate. Informed Jen <br />and Patrick to notify me when clean-up is an hour away from being finish. <br />Received photos from Jen, of the red diesel in the water prior to my arrival to the <br />scene. <br />7:18 left site. <br />7:42 PM Arrived home. Generate Daily Time and Activities and photologs. <br />8:56 PM - Phone Jaldo Velazquez, Supervisor, who stated he will <br />have his project manager come out to the site and they will be placed hard booms <br />in the water to mitigate and contain the diesel. Per Baldo, Patriot will return to the <br />site the following morning at 7 AM to conduct the final clean-up. Informed Baldo to <br />give me a call an hour before finishing the clean-up.
