Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00053343 Site Location: 210W BOWMAN RD <br />Activity Summary <br />Activity Date Recorded by <br />04/05/2023 West Coast Arborist -210 Bowman Rd, French Camp - Complaint inspection. The SINGH <br />inspection was conducted with Stephanie R. (REHS). We met with Vice President, <br />Andrew Trotter, at the site. He gave us a tour of the facility and explained the <br />operational process of the facility. An excessive amount of ground material <br />observed on site. Per operator, on a normal day 50 tons of material is received <br />and 50 tons of material is sent to Grow Well for packaging. Grow Well sells the <br />packaged material after the material is processed. He also mentioned there is a <br />large amount of material on the property due to the recent weather events which <br />made it difficult to keep up with operations. Facility does not test the material for <br />contaminates. The temperatures are measured but aren't always recorded, <br />according to the operator. He stated the temperatures average between 100F - <br />120F. A pile of palm trees on site will be ground and used as mulch on the <br />property. <br />Note: Multiple inspections conducted on this date, travel time varied. <br />04/05/2023 Site investigation with Sandip Singh Sr REHS, when onsite we spoke to Andrew RAMIREZ <br />Trotter (site manager). <br />04/06/2023 I reviewed complaint, correspondence and I put documents in chronological order RAMIREZ <br />and gave back to Sandip Singh Sr REHS. <br />I read about chipping and grinding and what operations are excluded 14 CCR <br />§17855(5)(J) <br />04/10/2023 I discussed with PC Natalia S. RAMIREZ <br />I looked up 14 CCR §1785(a)(10)(A)(2) <br />I reviewed "Q and AAg Activities, Chip and Grind, Biosolids and Regulatory Tiers" <br />04/11/2023 210W Bowman Rd - Reviewed file. Drafted OIR. Created photo log. SINGH <br />Note: I was having issues with 'Word" not responding. <br />04/12/2023 210 Bowman Rd - Reviewed and updated file. Discussed site with Natalia S. SINGH <br />05/15/2023 210 Bowman - Received an email from operator, Andy Trotter, regarding the site SINGH <br />visit scheduled for 5/16/23. I responded to the email. <br />05/16/2023 West Coast Arborist -210 W Bowman Rd, French Camp - Site visit. I met with SINGH <br />operators, Andy Trotter and Jason Pinegar. The operators gave permission to <br />take pictures. Per operators, there are two different operations occurring at the <br />site. The tonnage for operations are recorded together on the company logs. <br />There was less material on the site. Per operator, another grinder was purchased <br />to increase production. Temperatures of the ground piles were taken. The <br />temperatures ranged from 98F to 130F. <br />05/16/2023 210 W Bowman - Reviewed file. I contacted Andy Trotter with an update. A site SINGH <br />visit is scheduled for June 20th at 10 am. I informed Mr. Trotter there should be <br />less material on site and documentation of inbound/ outbound material is also <br />required for only the chip and grind operations. <br />06/20/2023 210 W Bowman Rd - Reviewed file.
