DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 7 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Standard Provisions & Reporting Requirements for Non-Hazardous <br /> Discharges of Waste Regulated under Subtitle D and/or Title 27, <br /> December 2015 Edition (SPRRs or Standard Provisions) <br /> Information Sheet for Draft [Tentative] Waste Discharge Requirements <br /> Order R5-2023 (Information Sheet) <br /> 5. This Order is also accompanied by the concurrently adopted Monitoring & <br /> Reporting Program R5-2023-OOXX (MRP), the provisions of which are <br /> incorporated as part of this Order. Each time the operative MRP is modified by <br /> the Central Valley Water Board or its Executive Officer, the revised version shall <br /> become the operative MRP (superseding the prior version) and be incorporated <br /> as part of this Order (i.e., in lieu of the prior version). <br /> 6. To the extent there are any material inconsistencies between the provisions of <br /> this Order, the operative MRP and the SPRRs, the provisions of this Order shall <br /> be controlling. However, to the extent a revised MRP contains new or different <br /> factual findings reflecting changed conditions or circumstances at the Facility, the <br /> revised MRP findings shall be controlling. <br /> 7. Additional information about the Facility is set forth in the Information Sheet, <br /> which is incorporated as part of these findings. See Finding 4. <br /> Facility <br /> 8. The Forward Landfill in San Joaquin, California is an existing solid waste <br /> disposal facility. The Forward Landfill is comprised of the former Forward Landfill <br /> and the former Austin Road Landfill. Former Austin Road Landfill was originally <br /> opened in 1954 and accepted municipal solid waste. Austin Road Landfill does <br /> not contain a base liner or leachate collection and removal system (LCRS). In <br /> 1973, the Discharger began operating former Forward Landfill. In 2000, the <br /> Discharger purchased the adjacent Austin Road Landfill. <br /> 9. In April 2001, the County of San Joaquin granted Use Permit UP-00-7 to Forward <br /> Inc. to combine the former Austin Road Landfill and the original Forward Landfill <br /> into a single disposal facility with a single set of permits. See Attachment B for <br /> site map. <br /> 10. The entire site area is 744-acres based on Assessor's Parcel information. <br /> Approximately 144-acres is comprised of the former Forward Landfill, 244-acres <br /> is comprised of the former Austin Road Landfill, and 172-acres of the site <br /> incorporates the creeks, easements, entrance facilities, scales, roadways, <br /> storage areas, borrow areas, maintenance areas, and other miscellaneous <br /> operational areas. A 184-acres buffer area is located to the southwest corner of <br /> the site. Landfilling or associated activities are not allowed on the 184-acres site. <br />
