DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 8 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 11. The Facility includes the following onsite features, systems and structures: <br /> a. Solid waste disposal facility <br /> b. Transfer station/materials recovery facility (MRF) <br /> C. Composting facility <br /> d. Office <br /> e. Scale house <br /> f. Maintenance areas <br /> g. Landfill gas extraction system <br /> h. Gas-to-energy plant <br /> i. Landfill gas flare <br /> j. Groundwater remediation system <br /> k. Wheel wash station (Tracinator) and concrete basin <br /> I. Land application area <br /> 12. WMU A, a Class I unit, accepted hazardous waste from 1979 to 1984. WMU A <br /> was closed in 1989 and is currently in the post-closure maintenance period under <br /> the oversight of the Department of Toxic Substance Control (DTSC) and <br /> Environmental Protection Agency (EPA). WMU A is regulated by Hazardous <br /> Waste Postclosure Facility Permit EPA ID No. CAD990794133. <br /> 13. The 123.9-acre unlined Austin Road Landfill does not contain a base liner or <br /> leachate collection and removal system. An intermediate liner system was <br /> constructed, or will be constructed, to separate Class III waste in unlined or non- <br /> Subtitle D lined existing WMUs from adjacent Class II WMUs (see Attachment <br /> E). At approximately 90 feet MSL, the top of former Austin Road Landfill was <br /> graded to drain south, and a final cover was placed on top of the northern slope <br /> and portions of the western slope. The intermediate liner system was utilized <br /> along the southern slope (see Finding 83) in support of additional waste being <br /> placed over the former Austin Road Landfill. The eastern slope will utilize an <br /> intermediate liner system as cover when Phase 1 and Phase 3 expand the <br /> landfill to the east (Attachment G). The former Austin Road Landfill is therefore <br /> partially closed. <br />
