DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 10 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> ii. CalRecycle <br /> 18. On 22 March 2022, the ROWD/JTD was deemed complete. <br /> 19. The Discharger proposes to continue discharging asbestos-containing waste <br /> (i.e., >1% asbestos) at the Facility. Although asbestos-containing waste is <br /> classified as "hazardous" under California Code of Regulations title 22 (Title 22), <br /> the discharge of such waste does not pose a threat to water quality and is <br /> therefore authorized for WMUs as specified in Section B.1 and Table 10. <br /> (Health & Saf. Code, section 25143.7.) <br /> 20. The Discharger proposes to continue discharging Treated Wood Waste, as <br /> defined per Title 22 section 67386.4, at the Facility. Treated Wood Waste may <br /> contain chemicals such as chromated copper arsenate (CCA), <br /> pentachlorophenol, creosote, acid copper chromate (ACC), ammoniacal copper <br /> arsenate (ACA), ammoniacal copper zinc arsenate (ACZA), or chromated zinc <br /> chloride (CZC). In accordance with Title 22 section 67386.11, this Order <br /> authorizes the discharge of treated wood waste to composite-lined WMUs <br /> specified in Section B.1 and Table 10, provided that the Discharger complies <br /> with Article 11.2 of the Health and Safety Code commencing with section 25230; <br /> Title 22 section 67386.3; and the applicable SPRRs. <br /> 21. The Discharger proposes to continue discharging certain Designated Wastes <br /> (per Wat. Code, section 13173)—specifically industrial waste, coal and wood <br /> ash, contaminated soils, salty wastes, and auto shredder waste—to Class II <br /> WMUs at the Facility. This Order authorizes the discharge of such wastes to the <br /> WMUs specified in Section B.1 and Table 10. <br /> 22. DTSC has granted a variance from Title 22 hazardous waste management <br /> requirements for disposal of shredder waste (see State Water Board Resolution <br /> No. 87-22). Shredder waste is any non-recyclable wastes which results from the <br /> shredding of automobile bodies (from which batteries, mufflers, and exhaust <br /> pipes have been removed), household appliances, and sheet metal. The <br /> Discharger proposes to discharger shredder waste to units with single composite <br /> liners. <br /> 23. The Discharger proposes to discharge cannery rinsate muds, dewatered sewage <br /> and water treatment sludges to units with single composite liners. If disposed <br /> directly into the landfill, sludge is mixed with refuse so that the mixed sludge will <br /> not exceed the moisture holding capacity of the refuse. Rinsate muds and <br /> sludges containing excess moisture may be air-dried on a bermed, compacted <br /> clay pad. When dry, the rinsate mud, sludge and underlying soil impacted by <br /> contact with the sludge are disposed in the WMU. <br />
