DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 9 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 14. On 13 November 2019, WMU FU-19 was completed connecting the Forward and <br /> Austin Road landfills. WMU FU-19 ties into the southern side of WMUs FU-06, <br /> FU-08, FU-10, and FU-14 together with the northern side of WMU D-02, D-93, <br /> and D-95. <br /> Waste Classification & Permitting <br /> 15. The Facility's landfills are subject to federal Municipal Solid Waste (MSW) <br /> regulations promulgated under the Resource Conservation and Recovery Act <br /> (RCRA) (42 U.S.C. section 6901 et seq.). Typically referred to as "Subtitle D," <br /> these regulations are now codified as 40 Code of Federal Regulations (C.F.R.) <br /> part 258 (1991) and implemented in part through the provisions California Code <br /> of Regulations, title 27 (Title 27) and in accordance with State Water Resources <br /> Control Board (State Water Board) Resolution 93-62. <br /> 16. On 6 February 2014, the Central Valley Water Board adopted R5-2014-0006, <br /> classifying the Facility's WMUs as either Class II or Class III units for the <br /> discharge of municipal solid waste and designated waste (as defined per Wat. <br /> Code, section 13173). This Order continues such classifications, which are set <br /> forth above in Table 1. <br /> 17. On 22 June 2021, the Discharger submitted an updated Report of Waste <br /> Discharge (ROWD) as part of its Joint Technical Document (JTD) for the Facility. <br /> Information in the JTD was used in the development of this Order. The <br /> Discharger's ROWD/JTD makes the following significant proposals: <br /> • Additional landfill disposal area in the northeast portion of the site <br /> • Realigning the existing South Fork of South Littlejohns Creek (also known <br /> as South Branch) to the southern and eastern boundaries of the site <br /> • New bridge across the south creek <br /> • Additional landfill disposal area in the south area gained by realigning the <br /> South Fork <br /> • Associated increase in landfill disposal capacity (approximately 8.12 <br /> million cubic yard) <br /> a. The ROWD/JTD dated 30 October 2020 was originally submitted on 13 <br /> November 2020. The 22 June 2021 ROWD/JTD was a resubmittal that <br /> included revisions based on comments from the following agencies: <br /> i. San Joaquin County, Environmental Health Department <br />
