DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 12 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 29. Intermediate cover generally consists of soil placed and compacted to a depth of <br /> at least 12 inches. The proposed use of an alternative intermediate cover (AIC) <br /> would require a site-specific demonstration project and approval of the LEA with <br /> concurrence by CalRecycle. <br /> Surface Impoundments <br /> 30. Liquid wastes will be discharged to one of two existing surface impoundments <br /> (WMU F North and WMU F West) and two proposed Class II surface <br /> impoundments (WMU F South and WMU F East). See Table 1 for additional <br /> information regarding existing and proposed surface impoundments as well as <br /> Attachment G for locations. If leachate production exceeds impoundment <br /> capacity at any impoundment, excess leachate will be contained in temporary on- <br /> site, above ground tanks. No liquids generated offsite will be discharged to the <br /> impoundments without prior approval of the Central Valley Water Board. <br /> Discharges to Class II surface impoundments may include the following: <br /> a. Leachate from the landfill units and surface impoundments; <br /> b. Landfill gas condensate from the LFG extraction system; <br /> C. Impacted storm water runoff from the landfill and associated facilities; <br /> d. Cannery rinse water; and/or <br /> e. Other liquid wastes that are compatible with the liner system and <br /> approved by Board staff. <br /> All Class II surface impoundment LCRSs are required to be tested annually. <br /> 31. Facility Specification C.6 requires that the Discharger operates the Class II <br /> impoundments so that on October 15 of each year a freeboard of at least 4.74 <br /> feet and 5.53 feet in WMU F North and WMU F West, respectively. This <br /> corresponds to two feet plus the calculated rise in liquid level associated with an <br /> average annual storm season according to the ROWD/JTD. Title 27 section <br /> 20320 subdiv. (e), Table 4.1, and section 20375 requires the Class 11 surface <br /> impoundment to be sited and designed to a 1,000-year, 24-hour storm event. <br /> 32. The Discharger proposed additional surface impoundments, WMU F South and <br /> WMU F East, for the Facility. The Discharger must submit design reports and <br /> CQA plan for Central Valley Water Board approval, prior to discharging waste to <br /> the unit. See Section I, Table 11 Item 4. <br />
