DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 13 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Compost Facility <br /> 33. A Compost Facility exists on site and was previously permitted under the <br /> previous WDRs R5-2014-0006. The composting facility is now regulated under <br /> the composting general order WQ 2020-0012-DWQ. Notice of Applicability dated <br /> DD MM 2023. <br /> Cannery Waste <br /> 34. The Discharger proposes to land apply cannery waste on 75 acres north of the <br /> former Austin Road Landfill unit (Attachment C). The waste is composed of two <br /> materials: cannery residual material including whole fruits, vines, leaves, <br /> pomace, culls, peels and seeds and cannery rinsate including rinse water and <br /> mud. The waste may contain trace amounts of cleansers and sanitizers used in <br /> the canning process. Cannery waste is nonhazardous decomposable waste that <br /> when land applied as a soil amendment under appropriate BMPs may be exempt <br /> from the containment provisions of title 27. Title 27 section 20090, subdiv. (f) <br /> states in part: "Soil Amendments — Use of nonhazardous decomposable waste <br /> as a soil amendment pursuant to applicable best management practices, <br /> provided that RWQCBs may issue waste discharge or reclamation requirements <br /> for such use." The discharge is seasonal from late-June to early-November. <br /> Excess cannery residual material may be treated in the compost facility (refer to <br /> WQ 2020-0012-DWQ NOA dated DD MM 2023 for regulatory information). <br /> Excess cannery rinse water may be discharged to a surface impoundments <br /> WMU F West and WMU F North. <br /> Site Conditions <br /> 35. Forward Landfill is situated in the eastern San Joaquin Valley on relatively flat <br /> terrain with pre-landfill surface elevations ranging from 30 to 40 feet above mean <br /> sea level (MSL). The existing Solid Waste Facility Permit allows landfilling to a <br /> maximum elevation of 210 feet MSL. The North Fork of South Littlejohns Creek <br /> forms the north and west boundaries of the Austin Road unit and drains the north <br /> half of the combined landfill area. The South Fork of South Littlejohns Creek <br /> separates the old Forward units and the composting/materials recycling area and <br /> drains the south half of the combined landfill area. <br /> 36. The site is underlain by lenticular deposits of clay, silt, and sand with minor <br /> gravel of the Pleistocene Victor Formation. The closest fault, the Tracy-Stockton <br /> Fault Zone is approximately 6.5 miles to the northwest. <br /> 37. Land uses within one mile of the Facility include agriculture, industrial and <br /> residential. The Stockton Metropolitan Airport is approximately one mile to the <br /> west. California State facilities such as NA Chaderjian Youth Correctional <br />
