DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 14 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Facility, O.H. Close Youth Correctional Center, Youth Authority Department, <br /> California Health Care Facility and Delta Center California Conservation Corps <br /> are approximately one mile to the north. The BNSF Intermodal Facility is <br /> approximately one mile to the northeast. There are seven residences within one <br /> half mile of the landfill, two on Austin Road and five on Newcastle Road. See <br /> Attachment I for a 1,000 feet radius and land use map. <br /> 38. Surface water from the Facility drains to North and South Fork Branches of South <br /> Littlejohn Creek, a tributary to San Joaquin River. According to the Central Valley <br /> Water Board's Water Quality Control Plan for the Sacramento and San Joaquin <br /> River Basins (Basin Plan), the beneficial uses of Duck-Littlejohns Hydrologic <br /> Area (31.40) include: municipal and domestic use (MUN); agricultural supply <br /> (AGR); industrial process supply (PRO); water contact recreation (REC-1); non- <br /> water contact recreation (REC-2); warm freshwater habitat (WARM); cold <br /> freshwater habitat (COLD); wildlife habitat (WILD); and spawning, reproduction <br /> and/or early development (SPAWN). <br /> 39. Groundwater underneath the Facility is first encountered between approximately <br /> 60 and 80 feet below ground surface (bgs). Groundwater elevations range <br /> between -14 and -30 feet mean sea level (MSL). The depth to groundwater <br /> fluctuates seasonally as much as 10 feet. Groundwater is unconfined. <br /> 40. The direction of groundwater flow is generally toward the north-northeast. The <br /> estimated average groundwater gradient is approximately 0.002 feet per foot. <br /> The estimated average groundwater velocity is 195 feet per year. <br /> 41. According to the Basin Plan, the designated beneficial uses of groundwater at <br /> the Facility are municipal and beneficial use (MUN), agricultural supply (AGR), <br /> industrial service supply (IND), and industrial service supply (PROC). <br /> 42. According to previous WDRs adopted in 2003 and 2014, there are 35 domestic, <br /> industrial and agricultural supply wells within one mile of the Facility. These <br /> WDRs require the discharger to submit an updated sensitive receptor survey. <br /> See Table 11, Item 6. <br /> 43. Class III WMUs must be designed and constructed to withstand a maximum <br /> probable earthquake (MPE), whereas Class II WMUs must withstand a maximum <br /> credible earthquake (MCE) (Title 27, section 20370). The Discharger's <br /> site-specific seismic analysis indicates that an earthquake, occurring along the <br /> Great Valley Fault, at a closest rupture distance of 20 miles southwest of the site, <br /> would result in the events summarized in Table 2. <br />
