DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 27 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> NCP individually or as part of a Management Zone. Until a Notice to Comply has <br /> been issued, the Discharger is required to comply with the groundwater <br /> limitations of this Order. After receiving the Discharger's Notice of Intent to <br /> comply with the NCP, the Central Valley Water Board will update these WDRs to <br /> reflect the requirements of the Discharger's chosen regulatory pathway. <br /> 94. As these strategies are implemented, the Central Valley Water Board may find it <br /> necessary to modify the requirements of these WDRs to ensure the goals of the <br /> Salt and Nitrate Control Programs are met. This Order may be amended or <br /> modified to incorporate any newly applicable requirements. More information <br /> regarding this regulatory planning process can be found on the Central Valley <br /> Water Board's CV-SALTS website. <br /> (https://www.waterboards.ca.gov/centraIvaIIey/water issues/salinity). <br /> Compliance with the Antidegradation Policy for Land Application of Cannery <br /> Waste <br /> 95. State Water Board Resolution 68-16 ("Policy with Respect to Maintaining High <br /> Quality Waters of the State") (hereafter Antidegradation Policy or Resolution 68- <br /> 16) prohibits degradation of groundwater unless it has been demonstrated that <br /> such degradation: <br /> a. Will be consistent with the maximum benefit to the people of the State of <br /> California; <br /> b. Will not unreasonably affect present and anticipated future beneficial uses <br /> of such water; <br /> C. Will not result in water quality less than that prescribed in State Water <br /> Board and Central Valley Water Board policies (i.e., violation of one or <br /> more water quality objectives (WQO)); and <br /> d. The Discharger is required to meet discharge requirements that will result <br /> in the best management practices (BMP) of the discharge necessary to <br /> assure that pollution or nuisance will not occur and the highest water <br /> quality. <br /> 96. Groundwater quality has been monitored at the site since 1988. Compliance with <br /> the Antidegradation Policy is therefore based on historical groundwater data. <br /> 97. Six shallow groundwater monitoring wells (AMW-37S, AMW-40S, AMW-41 S, <br /> AMW-44, AMW-45, and AMW-46) are to be utilized as the groundwater detection <br /> monitoring system for the cannery waste land application area. AMW-37S, AMW- <br /> 40S, and AMW-41 S are considered to be upgradient wells and located directly <br /> west and south of the land application area. AMW-44, AMW-45, and AMW-46 <br />
