DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 30 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 102. Salinity. For the purpose of this evaluation, TDS is the representative of overall <br /> salinity. Effluent TDS concentrations of the effluent were reported in the <br /> Discharger's quarterly Cannery Waste Land Application Area Monitoring Reports. <br /> The Basin Plan states that the WQOs for the land use area is 450 mg/L. <br /> Upgradient concentrations of TDS show an increasing trend for AMW-37S, stable <br /> trend for AMW-40S, and a decreasing trend for AMW-41 S. Downgradient <br /> concentrations for AMW-44, AMW-45 and AMW-46 show a stable concentration <br /> trend. Effluent concentration of total suspended solids, as measured during the <br /> cannery season from 2014 to 2020, is approximately 14,761 mg/L. Cannery <br /> waste discharge with respect to TDS does appear to be degrading groundwater <br /> beyond existing conditions at this time. Based on the available data, the <br /> Discharger may choose to participate in the P & O Study (Option 2) for the Salt <br /> Control Program. <br /> 103. Effluent data is not available for TKN, nitrate, nitrite, manganese, arsenic, and <br /> iron. This Order requires the Discharger to report these constituents in the <br /> quarterly Cannery Waste Land Application Area Monitoring Report in order to <br /> determine the overall impact that the cannery waste has on the land application <br /> area. <br /> 104. AMW-37S, AMW-40S, AMW-41 S, AMW-44, AMW-45, and AMW-46 need to be <br /> sampled for Total Nitrogen, TKN, nitrite, Total Mn, Total As, and Total Fe in order <br /> to determine if groundwater degradation is occurring with the land application <br /> area. This Order requires the Discharger to report these constituents in the <br /> Quarterly Water Quality Monitoring Report. <br /> 105. Consistent with Title 27, this Order requires the Error! Reference source not <br /> found. to maintain the Facility to contain waste within WMUs, thereby preventing <br /> degradation of water quality. To the extent that there are releases from Facility <br /> WMUs, will be required to address such releases through a Corrective Action <br /> Program. (See Title 27 sections 20385, 20415, 20430). <br /> Unit Closures <br /> 106. On July 2021, the Discharger submitted a Preliminary Closure and Post-Closure <br /> Maintenance Plan (Preliminary CPMP). The closure sequence for the Facility is <br /> intended to be implemented in 5 stages, Stages I through V. Stage I has been <br /> divided into 3 phases. See closure dates specified in Table 8. <br />
