DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 31 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Table 8—Stage I Closure Schedule' <br /> Unit Module Closure Date Acreage <br /> Stage IA 2006 30 <br /> Stage IB 2012 20 <br /> Stage IC To Be Determined 71 <br /> 107. Per the Preliminary CPMP, the Discharger proposes closure of Stage IC with an <br /> engineered alternative final cover, as specified in Attachment F. <br /> 108. Scheduled dates for Stages II through Stage V were not submitted. The <br /> Discharger will need to submit an updated Preliminary CPMP with estimated <br /> scheduled closure dates for the remaining stages. See Section I, Table 11 Item <br /> 5. <br /> 109. The Discharger has adequately demonstrated that construction of a final slope in <br /> accordance with the Title 27 prescriptive standard would be unreasonably and <br /> unnecessarily burdensome in comparison to the proposed engineered <br /> alternative. The Discharger has further demonstrated that the proposed <br /> engineered alternatives described in Attachment E are not only consistent with <br /> the performance goals of the prescriptive standard, as described above, and will <br /> afford at least equivalent water quality protections. <br /> 110. As discussed in Attachment F, the Discharger proposes an evapotranspiration <br /> final cover for closure of Stage IC to Stage V. The final cover will consist of 4 feet <br /> of soil. <br /> 111. The proposed final cover slopes specified in Attachment F are within Title 27 <br /> limits (i.e., 1% horizontal feet for every 1 foot of vertical gain) and supported by a <br /> static and dynamic slope stability analysis demonstrating that side slopes will <br /> remain stable, both under stable and dynamic conditions, throughout the life of <br /> the unit. (See Title 27, section 21750, subdiv. (f)(5)). The final cover will include a <br /> 15-foot wide bench at minimum for every 50 feet of vertical gain. (See Title 27 <br /> section 21090, subdiv. (a)). <br /> 112. The Discharger's proposed final covers, together with any modifications set forth <br /> in Attachment F, can proceed with the closure of the WMUs identified in <br /> Finding 107. <br /> Closure dates are estimates, which may be affected by several factors (e.g., fluctuating waste receipts). <br />
