DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 40 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> approved in writing by the Central Valley Water Board as meeting the <br /> standards of Title 27, section 20705. <br /> 5. The Discharger shall not apply ADC materials to areas with drainage <br /> beyond contiguous landfill WMUs unless: <br /> a. The Discharger will demonstrate that resulting runoff will not pose a <br /> threat to surface water quality (accounting for sediment and <br /> suspended solids removal in a sedimentation basin); and <br /> b. The Central Valley Water Board approves the demonstration in <br /> writing. <br /> 6. Notwithstanding Section B.1 and Table 10, Landfill Gas Condensate and <br /> Leachate from landfill WMUs shall not be discharged to other WMUs <br /> unless approved in writing by the Central Valley Water Board. <br /> (See Title 27, section 20340). <br /> 7. The Discharger shall discharge cannery waste as described in Findings <br /> 34, and 86 through 90 of this Order. Land application area shown on <br /> Attachment C and Class II surface impoundments are shown on <br /> Attachment G. <br /> 8. The Discharger shall follow the mitigation measures for LAA of cannery <br /> waste: <br /> a. Daily documentation record of cannery waste loads received and <br /> locations of disposal; <br /> b. Regular monitoring of soil and waste; <br /> C. Weekly total nitrogen applied per acre shall be calculated and a <br /> crop sufficient to update 100% of nitrogen planted and harvested; <br /> d. daily inspections of the land application areas during the discharge <br /> season for soil saturation, ponding, runoff, accumulated organic <br /> solids, odors and vectors; <br /> e. and any irregular material (i.e. non-compostable items) must be <br /> documented and removed from waste. <br /> 9. The Discharger shall implement the following BMPs for cannery waste: <br /> a. The ground surface shall be prepared prior to the application of <br /> waste. <br />
