DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 75 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> STANDARD PROVISIONS & REPORTING REQUIREMENTS <br /> C.F.R. § 258.60(d)]. This notification shall be included in the cover letter <br /> transmitting the preliminary closure and post-closure maintenance plan. <br /> 7. In addition to the applicable provisions of Title 27, the preliminary closure <br /> and/or the post-closure maintenance plans for MSW landfill units shall <br /> include the following: <br /> a. A description of the steps necessary to close all MSW landfill units <br /> at any point during their active life in accordance with the cover <br /> design requirements [40 C.F.R. § 258.60(c)]; <br /> b. An estimate of the largest area of the landfill unit(s) ever requiring a <br /> final cover at any time during the active life of the unit(s) [40 C.F.R. <br /> § 258.60(c)(2)1; <br /> C. An estimate of the maximum inventory of wastes ever on-site over <br /> the active life of the waste management facility [40 C.F.R. <br /> § 258.60(c)(3)]; and <br /> d. A schedule for completing all activities necessary to satisfy the <br /> closure criteria in 40 C.F.R. section 258.60 [40 C.F.R. <br /> § 258.60(c)(4)]. <br /> 8. The final closure and post-closure maintenance plan for the waste <br /> management unit shall include at least the following: an itemized cost <br /> analysis, closure schedule, any proposed final treatment procedures, map, <br /> changes to the unit description presented in the most recent ROWD, <br /> federal requirements for a MSW facility, land use of the closed unit, and a <br /> construction quality assurance plan [Title 27, § 21769(c) & (d)]. <br /> 9. Closure of each waste management unit shall be under the direct <br /> supervision of a registered civil engineer or certified engineering geologist <br /> [Title 27, § 20950(b)]. <br /> 10. The final cover of closed landfills shall be designed, graded, and <br /> maintained to prevent ponding and soil erosion due to high run-off <br /> velocities [Title 27, § 21090(b)(1)(A)]. <br /> 11. The final grading design shall be designed and approved by a registered <br /> civil engineer or certified engineering geologist [Title 27, § 21090(b)(1)(C)]. <br /> 12. All final cover designs shall include a minimum 1-foot thick erosion <br /> resistant layer [Title 27, § 21090(a)(3)(A)]. <br />
