DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 74 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> STANDARD PROVISIONS & REPORTING REQUIREMENTS <br /> 28. The Discharger shall not discharge waste onto a newly constructed liner <br /> system until the final documentation report has been reviewed and an <br /> acceptance letter has been received. <br /> 29. Prior to placement of waste in a new landfill unit, the Discharger shall <br /> monitor any pan lysimeter for the unit that has received enough rainfall to <br /> flood the LCRS sump. If liquid is detected in the pan lysimeter, the <br /> Discharger shall verify that the liquid is not from a leak in the primary liner <br /> system before waste can be accepted to the new module. <br /> G. Standard Closure and Post-Closure Specifications <br /> 1. The Discharger shall submit a final or partial final closure and post-closure <br /> maintenance plan at least two years prior to the anticipated date of <br /> closure [Title 27, § 21780(d)(1)]. <br /> 2. The Discharger shall notify the Central Valley Water Board in writing that a <br /> landfill unit or portion of a unit is to be closed either at the same time that <br /> the California Department of Resources Recycling and Recovery <br /> (CalRecycle) is notified or 180 days prior to beginning any final closure <br /> activities, whichever is sooner [Title 27, § 21710(c)(5)(A)]. The notice shall <br /> include a statement that all closure activities will conform to the most <br /> recently approved final or partial final closure plan and that the plan <br /> provides for site closure in compliance with all applicable federal and state <br /> regulations [Title 27, § 21710(c)(5)(C)]. <br /> 3. Initiation of closure activities shall begin within 30 days of final waste <br /> receipt, or within one year of receipt of most recent waste if additional <br /> capacity remains [40 C.F.R. § 258.60(f)]. <br /> 4. Closure activities shall be completed within 180 days of the beginning of <br /> closure activities unless an extension is granted by the Executive Officer <br /> [40 C.F.R. § 258.60(g)]. <br /> 5. The Discharger shall carry out both mandatory closure and normal closure <br /> of a waste management unit or a portion of a unit in accordance with a <br /> closure and post-closure maintenance plan approved by the Central <br /> Valley Water Board [Title 27, § 20950(a)(1)] through the issuance of <br /> closure waste discharge requirements. <br /> 6. The Discharger shall notify the Central Valley Water Board that a <br /> preliminary closure and post-closure maintenance plan has been prepared <br /> and placed in the operating record by the date of initial receipt of waste at <br /> any new MSW landfill unit or lateral expansion of any existing unit [40 <br />
