DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 87 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> STANDARD PROVISIONS & REPORTING REQUIREMENTS <br /> their respective MDLs or if one or more analyte equals or <br /> exceeds its PQL. The Discharger shall then: <br /> (A) Immediately verbally notify the Central Valley Water <br /> Board whether or not the retest confirmed measurably <br /> significant evidence of a release for the analyte at the <br /> monitoring point, and follow up with written notification <br /> submitted by certified mail within seven days of the <br /> verbal notification; and <br /> (B) Carry out the requirements of Section J, RESPONSE <br /> TO A RELEASE if a release has been confirmed. <br /> (C) Add any five-year analyte that is confirmed per this <br /> method to the monitoring parameter list such that it is <br /> monitored during each regular monitoring event. <br /> 47. Verification Procedure for Analytes Detected in 10% or Greater of the <br /> Background Samples. The Discharger shall use either a statistical or <br /> non-statistical method pursuant to Title 27, section 20415(e)(8)(E) for all <br /> analytes that are detected in 10% or greater of the background samples. <br /> The Discharger shall use one of the statistical methods required in <br /> Title 27, section 20415(e)(8)(E) unless another method has been <br /> proposed by the Discharger in a Water Quality Protection Standard Report <br /> (or equivalent report) and approved by the Central Valley Water Board in a <br /> Monitoring and Reporting Program pursuant to Title 27, section <br /> 20415(e)(8)(A-D)] or section 20415(e)(8)(E). The method shall be <br /> implemented as follows: <br /> a. Initial Determination of Measurably Significant Evidence of a <br /> Release. The Discharger shall compare the value reported by the <br /> laboratory for each analyte to the statistically-derived concentration <br /> limit from the most recent report (Annual Monitoring Report or <br /> Water Quality Protection Standard Report) that uses the approved <br /> statistical procedure. If the value exceeds the concentration limit for <br /> that constituent, the Discharger shall conclude that there in <br /> measurably significant evidence of a release [Title 27, § 20420(i)]. <br /> b. Retest Method [Title 27, § 20415(e)(8)(E) and § 204200)(1-3)]. <br /> i. In the event that the Discharger or Central Valley Water <br /> Board staff concludes (pursuant to paragraph 1.47.a., above) <br /> that there is a preliminary indication of a release, then the <br />
