CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX <br /> FOR <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> INFORMATION SHEET <br /> Findings <br /> Republic Services Inc., as Forward Inc., owns and operates Forward Landfill, consisting <br /> of one closed Class I landfill unit and several Class II and Class III landfill units on 388- <br /> acres of a 744-acre site. The Discharger has requested revised Waste Discharge <br /> Requirements to address revised disposal areas, realignment of the existing South Fork <br /> of South Littlejohns Creek, an increase in landfill disposal capacity, updates to the <br /> monitoring network, new requirements for landfill application of cannery waste, new Salt <br /> and Nitrogen Control Program enrollment request, and new requirements for a <br /> composting operation. <br /> These WDRs prescribe requirements for WMU operation, construction, corrective <br /> action, closure and post-closure maintenance and monitoring consistent with Title 27. <br /> Other issues addressed in this revised Waste Discharge Requirements include: a <br /> request for a revised Closure and Postclosure Maintenance Plan with revised dates for <br /> closure stages, request for financial assurance re-evaluation, and a request for surface <br /> impoundment construction of WMU F South and WMU F East. <br /> SMG: 07 June 2023 <br /> 97 <br />
