Response to Written Comments Page 1 of 2 07 June 2023 <br /> Forward Landfill, Inc. <br /> Regional Water Quality Control Board <br /> Central Valley Region Board Meeting <br /> 10/11 August 2023 <br /> Response to 1 st Set of Written <br /> Comments for the Forward Landfill, Inc. <br /> Tentative Waste Discharge Requirements <br /> At a public hearing scheduled for 10/11 August 2023, the Regional Water Quality <br /> Control Board, Central Valley Region, (Central Valley Water Board) will consider <br /> adoption of revised Waste Discharge Requirements (WDRs) for Forward Landfill in San <br /> Joaquin County. This document contains responses to written comments received from <br /> interested persons regarding the tentative WDRs circulated on 25 March 2022. Written <br /> comments were required by public notice to be received by the Central Valley Water <br /> Board by 25 April 2022 to receive full consideration. Public comments were received <br /> from Lynch Road Ranch, LLC and Forward Landfill, Inc. (Discharger) on 25 April 2022. <br /> On 23 March 2022, during the public comment time period, the Discharger notified the <br /> Central Valley Water Board that liquid was present in the unsaturated zone monitoring <br /> device beneath the F-West Class II Surface Impoundment that could indicate a potential <br /> release. Central Valley Water Board staff determined that the tentative WDRs should be <br /> delayed until more information was available regarding a potential release from the <br /> surface impoundment and a plan in place to repair the waste management unit. <br /> Changes have been made to the new Tentative WDRs to document the investigation <br /> and repair process for the surface impoundment. <br /> Additionally, changes have been made to these new tentative WDRs to address issues <br /> related to the disposal of cannery waste at the site. <br /> Based on the comments submitted by interested parties and changes made to address <br /> the issues above, substantial changes have been made to the previously posted <br /> tentative WDRs and therefore the updated tentative WDRs must be re-noticed for an <br /> additional 30-day public comment period. <br /> Written comments received on 25 April 2022 are summarized below, followed by <br /> responses from Central Valley Water Board staff. <br /> LYNCH ROAD RANCH LLC COMMENTS <br /> COMMENT NO. 1: Dear Mr Bradford, please accept the following comments and <br /> concerns related to Subject Draft Tentative WDR's on behalf of Lynch Road Ranch, <br /> LLC for consideration: I appreciate that the Board of Supervisors decided to vote down <br />
