Executive Summary <br /> AREAS OF CONTROVERSY <br /> Section 15123 (b)(2) of the CEQA Guidelines requires that an EIR Executive Summary identify <br /> areas of controversy known to the lead agency, including issues raised by other agencies and the <br /> public. <br /> In accordance with the CEQA Guidelines, a Notice of Preparation (NOP) was prepared and <br /> distributed to responsible agencies, affected agencies, and other interested parties on December <br /> 28, 2022. The NOP was posted in the County Clerk's office for 30 days. The NOP was submitted <br /> to the State Clearinghouse to officially solicit participation from interested public agencies in <br /> determining the scope of the EIR. <br /> Comment letters were received in response to the NOP for this EIR from the California <br /> Department of Conservation, Central Valley Regional Water Quality Control Board, Federal <br /> Emergency Management Agency, San Joaquin County Environmental Health Department, San <br /> Joaquin Valley Air Pollution Control District, and Tracy Rural County Fire Protection District <br /> The issues raised in these comment letters are addressed in this EIR. A copy of the NOP and the <br /> comment letters are included in Appendix A of this Draft EIR.
