Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project <br /> 5. Would the project violate any air quality standard or contribute substantially to an existing or <br /> projected air quality violation? <br /> Criteria Pollutants <br /> The Guidance for Assessing and Mitigating Air Quality Impacts has established emissions-based <br /> thresholds of significance for criteria pollutants (SJVAPCD 2015a), which are shown in Table 4. The <br /> SJVAPCD has established significance thresholds for construction emissions and operational permitted <br /> and non-permitted equipment and activities, and it recommends evaluating impact significance for these <br /> categories separately. These thresholds of significance are based on a calendar-year basis, although <br /> construction emissions are assessed on a rolling 12-month period. A segment of the gen-tie line (less <br /> than 0.25 miles) is located in Alameda County. This segment of the gen-tie line will also be compared to <br /> the SJVAPCD's significance thresholds as these are more stringent than the BAAQMD's significance <br /> thresholds, with the exception of PM2.5. The BAAQMD construction significance threshold of 10 tons per <br /> year will be used for PM2.5. <br /> Table 4. If neither of the following criteria are met at any of the <br /> intersections affected by the project, the project would result in no potential to create a violation of the CO <br /> standard: <br /> oo A traffic study for the project indicates that the level of service (LOS) on one or more streets or at <br /> one or more intersections in the project vicinity will be reduced to LOS E or F. <br /> oo A traffic study indicates that the project will substantially worsen an already existing LOS F on <br /> one or more streets or at more intersections in the project vicinity. <br /> An LOS E Roadway is characterized by unstable traffic flow at or near capacity levels with poor levels of <br /> comfort and convenience. An LOS F Roadway is characterized by forced traffic flow in which the amount <br /> of traffic approaching a point exceeds the amount that can be served. LOS F is characterized by stop- <br /> and-go waves, poor travel times, low comfort and convenience, and increased accident exposure. The <br /> Project is located in a sparsely populated area and is unlikely to result in challenges to traffic flow. <br /> Ambient Air Quality Analysis <br /> The SJVAPCD recommends that an Ambient Air Quality Analysis (AAAA) be performed when on-site <br /> emissions of any criteria pollutant would equal or exceed 100 pounds per day (lbs/day). If emissions of <br /> one criteria pollutant exceeds the threshold, then all criteria pollutants are to be modeled. In the AAAA, <br /> air pollutant concentrations are determined by conducting air dispersion modeling, adding the resulting <br /> OTETRA TECH 18 July 2023 <br />
