Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project <br /> The Project would comply with SJVAPCD Rule 8021 to control dust emissions generated during grading <br /> activities. Standard construction practices that would be employed to reduce fugitive dust emissions <br /> include: <br /> 00 Develop a dust control plan to outline how the Project will comply with Rule 8021 and minimize <br /> fugitive dust during construction, <br /> 30 Land clearing, grubbing, scraping, excavation, land leveling, grading, cut and fill, and demolition <br /> activities shall be effectively controlled utilizing application of water or by presoaking, <br /> 30 Minimize and cleanup trackout onto paved roads, <br /> 00 Cover haul trucks, <br /> 00 Rapid cleanup of Project-related trackout or spills on paved roads, <br /> 00 Minimize grading and soil movement when winds exceed 30 miles per hour, and <br /> 00 Implement a speed limit of 15 miles per hour during all construction phases for vehicles travelling <br /> on un-paved roads. <br /> The Project would also use of Tier 4 engines for construction equipment to reduce NOx and DPM <br /> emissions and meet the requirements of Rule 9510. In addition to dust control measures, the use of Tier <br /> 4 engines was incorporated to CalEEMod. For the purpose of this assessment, it was assumed that all <br /> off-road diesel equipment greater than 85 horsepower would meet EPA Tier 4 off-road emission <br /> standards or equivalent. <br /> Project construction emissions were calculated using the CalEEMod. Table 8 presents the estimated <br /> maximum annual emissions generated during construction of the Project. As previously stated, the <br /> BAAQMD annual significance threshold for PM2.5 was used instead of the SJVAPCD threshold as the <br /> BAAQD annual PM2.5 threshold is more conservative. Table 9 presents the estimated on-site maximum <br /> daily emissions generated during construction of the Project. Emissions with and without Rule 9510 and <br /> dust control reductions are presented. Detailed emission calculations are provided in Appendix A. <br /> The SJVAPCD has determined that projects with emissions below the thresholds of significance for <br /> criteria pollutants would not conflict or obstruct implementation of the SJVAPCD's air quality plan <br /> (SJVAPCD 2015a). <br /> Table 8.
