Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project
As shown in Table 8, annual construction emissions would not exceed the SJVAPCD annual significance
thresholds for any pollutants, both with and without reductions. As shown in Table 9, maximum daily on-
site construction emissions would not exceed SJVAPCD's localized significance threshold of 100 lbs/day
for ROG, NOx, CO, SOX, PM1o, or PM2.5 both with and without reductions. SJVAPCD recommends that an
AAQA be conducted when on-site emissions from any criteria pollutant would equal or exceed applicable
significance thresholds or when on-site emissions would equal or exceed 100 lbs/day for any pollutant.
Therefore, an AAQA was not performed for the Project.
Operational Emissions
Less Than Significant Impact. Project operational emissions were estimated using CalEEMod to include
area, mobile, and off-road source emissions. This included potential emissions from landscaping, worker
commutes, and heavy trucks used during maintenance. Emissions from energy use were not included
since electricity used on-site would be supplied from the on-site batteries. Table 10 presents the
estimated maximum annual operational emissions in tons per year with a comparison to SJVAPCD
thresholds. The PM2.5 significance threshold is based on the BAAQMD threshold of 10 tons per year.
Detailed emissions calculations are provided in Appendix A.
Table 10. No No No No No No
As shown in Tables 10 and 11, operational emissions would not exceed the SJVAPCD thresholds for
ROG, NOx, CO, SOX, PM10 and PM2.5. Since operational activities would be minimal, including only routine
inspection and maintenance, ambient air quality modeling was not required. Additionally, traffic
associated with operations would be negligible and would not result in CO hotspots at intersections.
Therefore, the operational impacts would be less than significant.
2.5.3 Would the project result in a cumulatively considerable net increase of
any criteria pollutant for which the project region is in non-attainment
under an applicable federal or state ambient air quality standard
(including releasing emissions which exceed quantitative thresholds for
03 precursors)?
Less Than Significant Impact. As discussed previously, the Project results in an increase in short-term
emissions related to construction and an increase in long-term operational emissions for those pollutants
and precursors (ROG and NOx)for which the SJVAPCD is in non-attainment(03, PM10 and PM2.5).
Although the Project site is located in a region that is in non-attainment for Os, PM10 and PM2.5, the
OTETRA TECH 26 July 2023
