Biological Resources Evaluation Report
Griffith Energy Project
No pre-construction surveys are required for California glossy snake or San Joaquin coachwhip.
Minimization measures for these special-status reptiles would be included in the CEQA document and
reviewed by regulating agencies. If special-status species are observed during any protocol or pre-
construction surveys, avoidance buffers specific to that species would be implemented and a biological
monitor may be required during ground-disturbance activities. Additional consultations with agencies may
also be required, depending on which species is observed.
Table 7 summarizes the additional surveys recommended for the SJMSCP and EACCS plan areas and the
schedule for each. If there are differences between the two plans, the option that is recommended is
highlighted in the table.
Completing protocol surveys for CTS requires two consecutive years of surveys with sufficient rainfall
(USFWS 2003). Therefore, coordination with the USFWS and San Joaquin County is recommended to
assume presence of CTS mitigate for it. For BUOW, the SJMSCP only requires pre-construction surveys.
Recommendations for the other species listed in Table 7 are similar regardless of whether the SJMSCP or
EACCS applies.
Tetra Tech, Inc 6-3 July 2023
