Traffic Impact Study Griffith Energy Storage Project <br /> 4.0 PROJECT IMPACTS <br /> 4.1 VEHICLE MILES TRAVELED <br /> The VMT analysis aims to quantify the total number of vehicle miles added to the roads as a direct result <br /> of the construction and operations of the Project. The analysis looked at the estimated number of workers <br /> expected on site for each construction phase and multiplied that by the approximate distance traveled <br /> and the number of times per week that distance is traversed (i.e., commutes happen 10 times per week= <br /> 2 times per day). The distances were estimated as follows: <br /> • The site is located within 20 miles of several communities and towns. The nearby communities <br /> include Tracy, Dublin, Ulmar, Livermore, Verona, Asco, Lathrop, and Manteca. The nearest large <br /> communities include Trace and Ulmar. The closest possible housing to the site are hotels located <br /> in Tracy and Ulmar, with additional lodging available in the other communities listed previously. In <br /> an effort to conservatively estimate where workers would come from, 40% of workers were <br /> assumed to come from Tracy, 30% from Ulmar, 15% from Dublin, and 15% from Manteca. <br /> • Battery equipment is assumed to be 100% sourced from the Port of Oakland as a conservative <br /> estimate of the distance battery equipment may have to travel to reach the Project site. <br /> • For construction materials that can be locally sourced, 50% are assumed to be sourced from <br /> Oakland and 50% from Stockton. <br /> Table 2 provides the results of the VMT analysis. The significance of the total VMT and impact <br /> implications are discussed in Section 4.1.1. The full analysis with week by week VMT is shown in <br /> Appendix B. <br /> Table 2. As mentioned previously, on a <br /> typical day, no worker would be visiting the site. A conservative estimate of the VMT for operations would <br /> assume 2 workers from the city of Oakland every week, a maximum of 4,857 VMT per year during <br /> operations. This rate would be typical throughout the operational life of the facility. There would likely be <br /> occasional larger repair operations, but these would be infrequent and of short duration. Given the short <br /> duration and infrequency of the repairs, these occurrences would add so few VMT that it is not a <br /> meaningful inclusion in the analysis. Over the next 20-years, the total VMT for operations is likely less <br /> than 97,136 miles. <br /> NTETRA TECH 9 February 2023 <br />
