MOUNTAIN DOUSE MASTER PLAN
to other destinations within the community, create an integrated system that will
serve the residents of the new community as it grows,
7,2,3 Relationship to tither Plans and Programs
The Mountain House Parks and Open Space Plan is consistent with the 2035
General Plan for San Joaquin County. It is noteworthy that minimum parts acreage
requirements have been altered for Mountain House. The 2035 General Plan
allows fountain House to have an approved park ratio of not less than five acres
of parks per 1,000 population, instead of a required ratio of 10 acres of regional
parks and three acres of local parks per I.WC population as for other
unincorporated communities. For Neighborhood and Gommunity Parks, Mountain
House allocates a minimum of 5 acres per 1,000 population and significantly
reduces the minimum 113 acres per 11,0a0 population for Regional Parks. Instead
of a larger acreage dedication for Regional Parks based on buildout population,
Mountaln House will develop and maintain an M87acre Regional Park along Old
River_ Although this is a much smaller park, acreage wise, than would ordinarily
be required, this is offset by including a commitment for its construction and on-
going maintenance. Also-, should a Regional Park fee he required County-wide,
development in Mountain House will be subject to a Regional Park Fee,it-
As described above, this Plan presents a general framework for other more
detailed plans and programs to follow. Specifically, each Specific Plan will provide
more detailed plans for Neighborhood, Community, and Regional Parks that are in
the Specific Plan boundaries. The Mountain House MHCSD has ado acted as of
May 12, 2021 the "Mountain House_P_arks..Recreatian and Leisure Plan" will
provides more detailed plans and tailored specifications and standards that will
ensure that when the parks are actually built they will not only be consistent with
the policies adopted in the Master and Specific Plans, but will also be tailored to
meet the current needs of the residents.
The Public Land Equity Program(PLEP), Development Title Chapter 9-1245M,for
Mountain House provides for the acquisition and dedication of most public lands
in the community, includ€ng all park sites. The PLEP will ensure that park lands
are available for development in a timely manner, at no direct cost to the
community.
Mpendices, This Park and Open Space Plan also inctudes,by reference, Master
Plan Appendix 7-A, Mountain House Creek Planting and Restoration Measures.
However, the provisions contained in this appendix shall be implemented by the
MHCSD.
Table 7.2 summarizes the types of information which shall be provided by the
Master Plan/Parks and Open Space Plan, Specific Plans, Special Purpose Plans,
MHCSD "Parks, Recreation and Leisure Plan," and Tentative Map/Development
Plans.
Chapter Seven Page 7.5
Revised November 2017
Resolution Template 01/2023
