The <br /> container was: one black metal 55 gallon drum of fuel contaminated water. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by placing a completed hazardous label <br /> on the drum. No further action is required to correct this violation. <br /> This is a repeat violation, Class Il. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates drained used metal fuel filters. A complete three year bill of lading record <br /> for used filter recycling was not observed during the inspection. Bills of lading were not observed for the following <br /> date range: 09/13/2020 through 09/13/2023. Per 3/3/23 work order, all 87 fuel filters were replaced. Per Manish, <br /> BZ Maintenance took the used filters with them. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer.A <br /> copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br /> drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 13, 2023. <br /> Wastes generated by this facility: fuel contaminated water, fuel contaminated solids (absorbent), fuel filters <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($162).
