Load Checking Program
Tracy Material Recovery&Transfer Facility
30703 S. MacArthur Drive,Tracy, CA 95377
9.1. Onsite Responsible Party Identification
When PW is found in self haul loads, the responsible party is normally the same
as the hauler and the waste can be returned to the responsible party at the time
of the load check. It is still important to record the responsible party information
on the load check form to help prevent the same responsible party from
continuing to bring PW to the facility. The following information should be
recorded:
• Vehicle license plate number,
• Customer name,
• Disposal receipt number, etc.
9.2. Offsite Responsible Party Identification
When PW is found in waste loads hauled by contracted commercial waste
haulers the responsible party is not the driver of the vehicle. In these situations
the responsible party is the person that hired the hauling company to pick up and
deliver the waste to the facility. The following information should be recorded to
identify the offsite responsible party:
• Franchise hauler order ticket. Most drivers carrying roll off containers will have
this ticket,
• Dominions such as envelopes with addresses found within the waste load,
• Statements from the driver as to the origin of the load. Many drivers will know
where they picked up the waste and the name of the business or person that is
responsible for the PW.
10. Reporting
10.1. Incidental Amounts
When incidental amounts of PW are found during routine load checking activities,
the "Load Check/Incident" form will be filled out. The following copies of the form
will be forwarded and filed in the following manner:
• Original copy turned into the Operations Manager for his/her review and filing in a
Binder on his/her desk. The originals will then be made available to the Local
Enforcement Agency.
• A copy may be provided to the customer when their waste load has been
inspected.
10.2. Large Quantity Hazardous Waste
All large quantity incidents of illegally disposed PW should be reported.
• The load checker will immediately call and inform the Operations Manager, or his
designee, of the incident.
• If necessary the supervisor, or his designee, will call the appropriate Local
Enforcement Agency and Certified Unified Program Agency (CUPA) report the
following information:
1. Date of release,
2. Time of release,
14
