SB 1383 Sampling Protocol—Tracy Material Recovery and Transfer Station
Sampling practices for all streams are described below. Data record sheets are provided in are
stored in the office onsite.
Sampling Overview
Each organic material type (for incompatible materials) and residual stream (for organic
materials) will be separately measured over a 10-day measurement period each quarter, with
each sample weighing at least 200 pounds. The operator performs measurements during 10
consecutive operating days per reporting period, and there are four reporting periods per year
(one per quarter).
The facility will perform a measurement on the day materials are sent out within the 10
consecutive operating day period. The organic ratio of the sample is determined and then applied
to the total amount of material sent out for that operating day.
Set Up Area
The setup of the sorting area will include:
• Sorting tables
• Manpower
• Buckets/containers for samples/contaminants
• Scale to weigh Contaminant buckets and full samples (-2001b)
• Clipboards & paper or electronic devices to record weights
• PPE
• Minimum 200 Ib. samples are needed for each commodity
Recording Data Entry
The operator will record and document their findings and provide the data to CalRecycle via the
RDRS Reporting System quarterly.
Gray Container Waste
Gray container materials are collected via collection trucks from the curbside containers and
tipped in the designated collection vehicles tipping areas, prior to transfer to local landfill(s).
Pursuant to 14 CCR 17409.5.7, on a quarterly basis material will be sampled for organic materials.
A representative sample of 200 pounds will be weighed in accordance with this document. The
sample will be sorted through to remove any organic materials which are then weighed. The two
weights are used to calculate the ratio of organic materials in the gray container waste being
shipped off-site. Multiplying the ratio by the amount of gray container waste being shipped off
site can be used to estimate the total weight of organics in the gray container waste disposed of
by the facility. All results will be recorded, stored onsite and reported to the CalRecycle RDRS
system.
21 Page
