SB 1383 Sampling Protocol—Tracy Material Recovery and Transfer Station
Mixed Paper
Mixed Paper is recovered from the recyclables processing line. Source separated blue can
recyclable materials are collected via collection trucks and tipped in the designated franchise
collection vehicles tipping area. Blue can materials are conveyed to the processing line.
Mechanical and manual separation activities sort materials into separated recyclable materials.
Mixed paper is sorted from the materials, baled and stored before export to market.
Pursuant to 14 CCR 17409.5.4, on a quarterly basis material will be sampled for incompatible
materials, on each day it is shipped, before being shipped off-site, within the 10-day sampling
period. A bale of appropriate size is broken open. The material will be measured and weighed in
accordance with this document. A representative sample of 200 pounds will be weighed. The
sample will be sorted through to remove any incompatible materials. The sample is reweighed
without the incompatibles. The two weights are used to calculate the ratio of mixed paper in
the product being shipped off-site. Multiply the ratio by the amount of mixed paper being
shipped off site to determine the total weight shipped for recycling. All results will be recorded,
stored onsite and reported to the CalRecycle RDRS system.
Cardboard
Cardboard is recovered from the recyclables processing line.Source separated blue can materials
are collected via collection trucks and tipped in the designated franchise collection vehicles
tipping areas. Blue can materials are conveyed to the recyclables processing line. Mechanical and
manual separation activities sort materials into separated recyclable materials. Cardboard is
positively sorted from the materials. Separated cardboard is baled and stored before export to
market. Some cardboard may be recovered from construction and demolition materials
processing which occurs at the facility.
Pursuant to 14 CCR 17409.5.4, on a quarterly basis material will be sampled for incompatible
materials, on each day it is shipped, before being shipped off-site, within the 10-day sampling
period.
