Report of Composting Site Information
Tracy Material Recovery& Transfer Facility
30703 S. MacArthur Drive, Tracy, Ca. 95377
per minute and is more than sufficient to achieve this maximum requirement. This
water is suitable for use in the composting process to maintain the proper moisture
content. Water for feedstock conditioning will be added using a piped irrigation system.
The water will be added on the surface of the piles before turning to incorporate
moisture into the pile to during the turning of the windrows. Water will be added as
required to maintain moisture content at or near 30 percent. The covered aerated static
piles are watered when moved during processing or covers may be removed to
accommodate supplementary watering, if needed. Contact water is stored in an onsite
lined pond and used as needed for compost conditioning before the pathogen reduction
period.
L. IDENTIFICATION OF PERSON RESPONSIBLE FOR OVERSIGHT OF
FACILITY OPERATIONS
Mike Repetto is both owner and operator of the site. The following person is responsible
for site operations:
Mike Repetto
Owner
30703 S. MacArthur Drive
Tracy, CA 95376
Phone (209) 835-0601
M. DESCRIPTION OF THE PROPOSED SITE RESTORATION ACTIVITIES
The proposed compost facility is not designed with a pre-scheduled termination date.
However, once the facility ceases operations, Tracy Material Recovery & Solid Waste
Transfer, Inc., will comply with the site restoration requirements of 14 CCR §17870.
This will include cleaning the site of any compost materials and removing all processing
equipment. Improvements (i.e. inert pad and structures) shall be left intact unless Mike
Repetto, as landowner, seeks to remove them. The LEA will be notified at least 30 days
prior to site restoration activities commencing. The inert pad represents a valuable in-
place stockpile of inert material that could be crushed for use as an aggregate material
for construction.
N.
