Closed Disposal Site Inspection Report (188) <br /> Manteca County Dump (39-CR-0025) <br /> 6/28/2022 <br /> - To repair the perimeter fences to prevent unauthorized access. <br /> - To dispose of solid waste and hazardous waste at an authorized location. <br /> - The waste tires will be stacked and covered to prevent mosquito breeding and/or disposed <br /> at an approved location. <br /> 5. EHD will bill $152.00/hr. for inspections when non-compliant issues are documented and <br /> not corrected. <br /> 21800 S. Manteca Rd., Manteca CA — Owner Dennis & Helen De Kidos: <br /> 1. The EHD was informed by Timothy Rykens, nephew of the De Kidos, that the former <br /> owners are deceased. Mr. Rykens will manage the property and aide in the clean up process. <br /> He plans to obtain ownership in the future. The legal ownership of the property of date is <br /> Helen De Kidos. <br /> 2. Mr. Rykens was unavailable to meet at the site for the quarterly inspection. Thus, the <br /> inspection was conducted by accessing surrounding properties. The locked perimeter gate <br /> prevents access to the site. <br /> 3. There has been minimal progress since the last inspection. <br /> 4. On November 8, 2021, EHD had a conversation with Mr. Rykens in regards to submitting a <br /> plan to the EHD consisting of a time line of clean-up activities. Mr. Rykens agreed to provide <br /> the plan to the EHD. However, a plan has still not been provided to the EHD. <br /> 5. During the inspection, a heavy fly population and a strong odor were observed near the <br /> northeast perimeter fence. <br /> 6.
