Attachment 1 Responses to comments of June 22, 2023 are provided below. The Transfer/Processing Report(TPR)lists six Figures on page vii. Only Figures 1 and 3, Site Plans, are included in the TPR. Figures 1 and 3 do not illustrate the current operations at the site. Provide Figures that illustrate the storage, unloading, loading and parking areas. List the storage location of each recyclable and waste. Include and identify all transfer and processing equipment. Per comments related to providing only the current storage, unloading, loading and parking areas, only the Figures 1 and 2 have been included in TPR amendment submittal package. The TPR Signs section on page 33 does not describe or illustrate adequate signs for compliance with Title 14 CCR§ 17409.4. Revise this section. Section has been revised to describe that there is clearly visible onsite signage that lists acceptable and unacceptable material, as described in the requirements of Title 14 §CCR 17409.4. There was a food waste processing unit inside the transfer station building on the north side of the tipping floor, as of May 24, 2023. The food waste processing unit appeared to be new and not in use. Placing this unit into operation will constitute a significant change to the design and operation of the facility that requires a Report of Facility Information (RFI) amendment. Submit an RFI amendment application package to the EHD at least 180 days prior to placing the food waste processing unit into operation. Do not place the unit into operation until the EHD approves the RFI amendment package. Food waste processing equipment and operations description, on pages 12-13, has been revised. The location of the food depackaging equipment has been identified on Figure 2. The TPR does not include procedures to describe compliance with SB-1383 facility updates. Update the TPR to describe compliance with SB-1383 including Title 14 CCR§ 17409.5.1 — 17409.5.12 and 17414.2. Include storage areas, applicable waste streams, procedures,forms and measurements. Describe how the Mixed Waste Organic Collection Stream, Source Separated Organic Waste Collection Streams, and Gray container waste streams will be segregated to capture waste amounts for the calculations. TPR has been revised and content related to SB 1383 regulations included on pages 34-36. Also, Appendix J has been added —and revised per LEA comments—to describe sampling protocols.
