Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />October 17, 2023 <br /> Facility Address: <br /> 2758 W Kettleman Ln, Lodi <br /> Facility Name: <br /> Sunwest Chevron <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 305 HSC 25290.1, 25290.2, 25291 Failed to maintain secondary containment (e.g. failure of secondary containment <br />testing). <br />OBSERVATION: Large amount of bring was found in diesel and 87 STP sumps indicating a leak in the secondary <br />containment. <br />REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br />contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br />released from the primary containment. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to make repairs <br />to the UST system under permit and inspection of the EHD. <br />This is a repeat violation, Class II. <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br />OBSERVATION: Water was found in the diesel and 87 STP sumps. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br />system by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br />hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and <br />certified contractor to address the water intrusion into the STP sumps under permit and inspection of the EHD, if <br />needed. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />****The annual spill container testing was not performed today. Please schedule these tests and provide a 48 <br />hours notification to the EHD by 10/31/2023. Please be aware that all EHD staff time associated with a follow <br />up inspection will be billed at our current hourly rate. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 11/16/2023. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
