Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 23, 2023 <br /> Facility Address: <br /> 12505 E BRANDT RD, LOCKEFORD <br /> Facility Name: <br /> FORD CONSTRUCTION COMPANY - BRANDT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br />OBSERVATION: Modified contingency plan information was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br />areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br />telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br />telephone number of the fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br />consolidated emergency response / contingency plan on-site. Provide a statement to the San Joaquin County <br />Environmental Health Department that the correction is complete. <br />This is a minor violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 09/2/2021 to 10/23/2023 <br />for all hazardous waste including used oil, drained oil filters and absorbents. Provide these records and a corrective <br />action statement to the EHD within 30 days. <br />This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br />-One black steel 55 gallon drum of absorbent were observed at the hazardous waste storage area not closed with <br />a metal ring and bolt. <br />-Four (2 red and 2 black) steel 55 gallon drums of drain oil filters were observed at the hazardous waste storage <br />area not closed with a metal ring and bolt. <br /> <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste.
