Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 23, 2023 <br /> Facility Address: <br /> 12505 E BRANDT RD, LOCKEFORD <br /> Facility Name: <br /> FORD CONSTRUCTION COMPANY - BRANDT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br />OBSERVATION: This facility generates drained used metal oil or fuel filters. A complete three year bill of lading <br />record for used filter recycling was not observed during the inspection. <br />REGULATION GUIDANCE: <br />Persons generating, transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br />the transfer of used filters. Bills of lading must indicate generator, transporter, and receiving company names, <br />addresses, telephone numbers, the quantity and size of used filter containers transferred, and the date of transfer. A <br />copy of each bill of lading must be kept on the premises of the generator, transporter, and receiving facility where <br />the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br />CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br />drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br />waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br />San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 11/22/2023. <br />Wastes generated by this facility: <br />-Used oil <br />-Drain oil filters <br />-Absorbents. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
