Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 24, 2023 <br /> Facility Address: <br /> 4980 BUCKLEY COVE WAY, STOCKTON <br /> Facility Name: <br /> STOCKTON SAILING CLUB <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 105 CCR 66262.34(d)(2) No emergency coordinator available for emergency response. <br />OBSERVATION: A complete modified contingency plan with an assigned emergency coordinator was not posted at <br />the facility. <br />REGULATION GUIDANCE: The emergency coordinator or his designee must respond to any emergencies that <br />arise. The business operator must post the following information next to telephones or in areas directly involved in <br />the generation and accumulation of hazardous waste: the name and emergency telephone number of the <br />emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: An emergency response/contingency plan was completed and posted at the time of the <br />inspection. No further action is required to correct this violation. <br />This is a repeat violation, Class II. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br />transported from the site in the past three years (10/24/2020 - 10/24/2023). <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years <br />from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department (EHD). <br />If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for <br />three years. <br />This is a repeat violation, Class II. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days (90 days acute / extremely). <br />OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br />greater than 180 days or no accumulation start date: <br />-One black 55-gallon steel drum containing oil filters <br />-One yellow 20-gallon plastic container holding oil absorbent <br />-One 200-gallon used oil tank holding used oil <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br />compliance with Title 22 California Code of Regulations.
