Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 24, 2023 <br /> Facility Address: <br /> 4980 BUCKLEY COVE WAY, STOCKTON <br /> Facility Name: <br /> STOCKTON SAILING CLUB <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br />were: <br />-One black 55-gallon steel drum of oil debris in the open bay did not have hazardous property, physical state, or <br />accumulation date. <br />-One yellow 20-gallon container in the open bay did not have hazardous property, composition, physical state, or <br />accumulation date. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words “Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br />OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br />on-site. <br />-A yellow 65-gallon container of drained used oil filters located in the open bay was not labeled as "drained used oil <br />filters" and did not have a start accumulation date. <br />REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br />California Health & Safety Code section 25250.22 Fuel Filters <br />CORRECTIVE ACTION: [MODIFY AND ADD SPECIFIC DETAILS AS NECESSARY] Immediately drain all metal <br />oil and fuel filters of free-flowing liquid, store them in closed, rainproof containers. Label the container with the <br />words “drained used oil filters” or "used gasoline filters", depending on the contents. Mark the container with an <br />accumulation start date. Dispose of all used filters stored on-site greater than one year. Used filters not stored, <br />handled and disposed of according to this section are regulated as hazardous waste.
