Fees for 2024 have not <br />been payed yet and are due by December. <br />ORDINANCE: Fees shall be paid once a year at the time of submittal of an inventory form. <br />CORRECTIVE ACTION: Immediately pay the annual fee to the EHD Accounting Office located at 1868 E Hazelton <br />Avenue, Stockton, CA 95205. Fee may also be paid online at https://www.sjgov.org/department/envhealth/fees <br />(Convenience fee may apply). <br />This is a minor violation. <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: 200 gallons of used oil, 110 gallons of antifreeze, and 3,300 pounds of grease were found on site <br />that have not been reported to CERS. This violation as been corrected on site. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response(ER) procedures were followed. There was three 55 gallon drum of <br />grease that were leaking on to the ground and no steps were taken to stop the release or to notify the Environmental <br />Health Department. The business did not follow the procedures for the mitigation of a release or threatened <br />release to minimize any potential harm or damage to persons, property, or the environment. Conduct a retraining <br />with the employees that go over the ER procedures and email me a copy of the completed training record. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br />release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />FA0011158 PR0521227 SC001 11/06/2023 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 2 of 4 <br />1868 E.
