There were 3 grease drums found with there lids offs that over <br />overflowing due to rain water causing the grease to spill onto the gravel. The employees did not see anything wrong <br />with drums leaking onto the gravel/ dirt. Procedures for the mitigation of a release or threatened release to <br />minimize any potential harm or damage to persons, property, or the environment were not followed. The employee <br />need to be trained on what a spill is and who to contact. <br />REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, <br />shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or <br />threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration the position of each employee. <br />CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, <br />and submit to the EHD for approval. <br />This is a Class II violation. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The business plan was not <br />submitted for the year of 2015. The business plan was submitted late on 1/18/2016 for the year of 2016. The <br />business plan was not submitted late on 6/13/2017 for the year of 2017. The business plan was not submitted for <br />the year of 2018. The business plan was submitted late on 2/6/2019 for the year of 2019. The business plan was not <br />submitted for the year of 2021. The business plan was submitted late on 5/17/2022 for the year of 2022. The <br />business plan was submitted late on 2/9/2023 for the year of 2023.
