and now the odor travels. If wind is over 25mph the compost will be watered down to suppress dust and <br />odors. Rain averages 2-3 inches in the winter and early spring totals and 15 inches per year. <br />Management during dry months includes monitoring the moisture of the piles and ensuring pooling is <br />patrolled in the dry months. <br />III. Complaint Response Protocol <br />Odor complaints will be referred to LEA (Local Enforcement Agencies) at the San Joaquin Environmental <br />health department. If the operator receives a complaint it will be logged with a date, time, and response <br />to the LEA. The operator and LEA, if available, will verify the complaint and the operator will assess the <br />complaint by determining the source of the odor and how it will be fixed within the next 24 hours. <br />IV. Operating Procedures (and Design Concerns) to Minimize Odors <br />The facility operates as a windrow composting facility. The majority of the material will be utilized from <br />the livestock on-site. The manure will be stockpiled and spread in the spring and fall. The composting <br />process will help to minimize the odors and carbon footprint for the manure. Green waste will be <br />reduced from the process, which should minimize the odors. <br />Equipment used on the facility will be provided by the dairy farm operator consisting of 2 loaders and a <br />water truck. In the case of equipment breakdown, if the farmer does not replace or repair, the owner <br />will rent a backup from Volvo. <br />A. Aeration <br />A primary source of aeration will be a loader that turns the piles to maintain a temperature of between <br />131 and 170 degrees celsius to achieve pathogen reduction requirements. After the pathogen reduction <br />requirements are met, piles temperature will be checked daily and accordingly to maximize moisture and <br />temperature. <br />It will be turned 5 items in the 15 days to meet that temperature <br />B. Moisture Content of Materials and Moisture Management <br />The types of manure range in moisture. If green waste is received with a high moisture content, a dry <br />manure content will be added to achieve an optimal moisture content percentage. If manure's moisture <br />content is high, the green waste with low moisture content will be added <br />C. Feedstock Characteristi <br />cs and Quality <br />The primary feedstocks will be green waste and manure. <br />The manure that will be used in the composti <br />ng process <br />is free of debris, incoming green waste loads <br />will <br />be checked for debris, put into a dumpster or hauled <br />off site before putting into windrows. <br />
