DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 22 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />indicate that there was not a significant release to the environment. The <br />Discharger pursued the option to reconstruct the entire WMU F West. Central <br />Valley Water Board staff concurred with the Second Revision to WMU F-West <br />EMP and CAP Report in a letter dated 10 May 2023. <br />68.The groundwater extraction system consists of five groundwater extraction wells <br />at the downgradient boundary of the former Austin Road Unit and one <br />groundwater extraction well on the CDCR property, located approximately 1,900 <br />feet north of the landfill. These wells are identified as EW-1, EW-2, EW-3R, EW- <br />4, and EW-5 on the Austin Road Unit and CDCR-EW-1 on the CDCR property. <br />VOCs were removed with an air stripper until May 2018. <br />69.The extracted groundwater is currently treated by two 10,000-pound granular <br />active carbon (GAC) vessels that were installed in January 2020. The treated <br />water is discharged to a recharge basin to recharge the shallow aquifer. <br />Discharges from the groundwater extraction system are regulated by WDR Order <br />R5-2003-0080 for the discharge of treated groundwater. <br />Unit Construction <br />70.Liners for new Class II WMUs (landfills and surface impoundments) must be <br />designed and constructed to contain fluids (e.g., leachate, waste, and LFG <br />condensate) to prevent the migration of waste to adjacent geologic materials, <br />groundwater, and surface water (see Title 27, section 20310 subd. (a), 20330 <br />subd. (a)). <br />71.Liners for new Class III WMUs (landfills) must be designed and constructed to <br />contain fluids (e.g., leachate, waste, and LFG condensate) so as to be capable of <br />preventing degradation of groundwater and surface water, even with inadequate <br />site characteristics (see Title 27, secs. 20310, subd. (c), and 20330, subd. (a)). <br />72.General water quality monitoring and system requirements (Title 27, sec. 20415, <br />subd. (e)(6)) require initial background sampling for each unit. At minimum, the <br />Discharger needs to collect analytical data obtained during the quarterly <br />sampling of all the Background Monitoring Points for a period of one year. For a <br />new unit, this data shall be collected before waste is discharged at the unit and <br />background soil-pore liquid data shall be collected from beneath the unit before <br />the unit is constructed. <br />73.Unless otherwise specified in Title 27, division 2, subdivision 1, the Central Valley <br />Water Board may approve an engineered alternative to the State Water Board- <br />promulgated construction and prescriptive standards therein, provided that the <br />Discharger demonstrates that the standard is not feasible and there is a specific <br />engineered alternative that is consistent with the performance goal addressed by <br />the particular standard and affords equivalent protection against water quality
